Description
This request for information/sources sought announcement is issued to identify potential sources and gather information on current capabilities within the market. The Air Force Metrology and Calibration Program is considering the purchase of an upgrade the current VGCS-200 Vibration Calibration System that was acquired in the late 80s and operates with a 286 computer in DOS mode. Upgrade the VGCS-200 software for the latest version of menu driven Microsoft Windows. The software shall operate the VGCS in the semi-automatic or automatic mode. The computer shall provide for data storage and manipulation, and report generation. The operational software shall provide the necessary parameters and calculations to establish a known vacuum (within the relative uncertainty of the vacuum reference standards) within the VGCS test chamber, within the pressure range of the VGCS. The software shall receive the test instrument (TI) output raw data from a voltmeter, or if possible, directly from the test instrument indicator's RS232 or IEEE outputs. Otherwise the software shall pause the operation of the VGCS in order that the TI reading can be entered manually. The software shall then perform any necessary corrections to the TI data to enable the TI readings to be compared to the standard gage readings. The software shall then be able to perform formatting and storage of the test results in an Excel database, and permit the generation of a calibration report that meets as a minimum 17025 format requirements. Also the upgrade will modify the VGCS so that stability of the set pressure shall be greater than 0.1 percent of reading in the range of 1x10-7 to 1x10-3 Torr. The upgrade shall also include the replacement of any components within the current VGCS calibration system that can be considered to be obsolete within the next 10-15 years. The estimated quantity is one unit. Surplus or used material is not acceptable for this item. Offerors responding to this sources sought market research must (1) state whether they are a small or large business and indicate if your company is a small disadvantage or woman-owned business, 8(a) firm, or a historically black college or university or minority institution (HBCU/MI), or a historically underutilized business zone (HUBZone) small business; (2) advise what the longest period of time is that you can hold the quoted price; (3) advise if you have the item on a GSA schedule or other Government contract; (4) provide information concerning the technical capabilities of the product you are interested in offering, including commercial literature/brochures; (5) advise if you accept the Government purchase card; (6) any other pertinent information which would enable the government to assess your firm?s capabilities; (7) provide point of contact and assigned Commercial and Government Entity (CAGE) Code; (9) advise how much time you would need to submit a technical proposal once the solicitation is issued; (10) provide an estimated price for one each of the unit you would be offering. This synopsis is for planning purposes only and is NOT to be construed as a commitment by the Government nor will the Government pay for information solicited hereunder.
