Sources Sought for the Economic Analyses and Control Strategy Development for Air Pollution Control Regulations THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The Environmental Protection Agency (EPA) is performing a ?market search? to determine potential Small Business sources in preparation for a future procurement. The EPA has a need for a contractor to provide the Office of Air and Radiation (OAR); Office of Transportation and Air Quality (OTAQ); Assessment and Standards Division (ASD) technical support for OTAQ/ASD?s rulemaking activities by conducting economic benefit analyses. This work includes: Rulemaking benefit analyses; Economic impact analyses; Industry characterization; Analysis of air quality modeling results; Emission control strategy analyses; Information collection analyses; Regulatory Impact Analyses; Review, develop, and report upon economic analysis tools, techniques, and methods; Sensitivity analysis and uncertainty/variability characterization; Conduct surveys and focus group sessions; Develop analytical computer models; Graphical Information Systems (GIS) support; Conduct training on models or methods and provide support for modeling and software development; Review data inputs and technical support documents; Prepare docket materials and reference documents; Support for responses to public comments; Revise analyses and related documentation; Technical and administrative support for workshops, seminars, meetings, public hearings, and peer review panels. The successful contractor shall provide all necessary labor, materials and services in support of the efforts delineated by the statement of work (SOW). A draft SOW can be obtained from the OAM website, http://www.epa.gov/oam/cinn_cmd/. It is anticipated that the contract will be a Cost Plus Fixed Fee (CPFF )starting in October 2006 with four additional Optional Periods of 12 months each with a one year Base Period. It is anticipated that 2,270 hours including quantity options will be needed in the Base Period. Each additional Option Period Level of Effort including Quantity Options will be 2,270 total hours per Option Period. The applicable NAICS code is 541720 with a size standard of $6,500,000. ANY INTERESTED FIRM should submit a capability statement which demonstrates the firm?s ability to perform the key requirements described above. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. In the capabilities statements, contractors should provide their size status for the above referenced NAICS, (i.e. large, small) and whether or not they are a certified hubzone, 8(a), women-owned, small disadvantaged and/or disabled veteran owned concern. The EPA reserves the right to set this action aside for small businesses.
