Southern Kyrgyzstan Transmission Upgrade Feasibility Study Project. This announcement serves to inform prospective proposers on the above-referenced project an amendment to the subject Request for Proposals (RFP). Amendment No. 1: The following questions have been answered by Deputy General Director S. Saidov concerning the Feasibility Study for the Southern Kyrgyzstan Transmission Upgrade Project. QUESTION #1: In Annex I, Terms of Reference, pg1-1; Are the proposed 500 kV and 220 kVS/S new facilities? Substations or switching stations. ANSWER: We confirm that by ?Southern Kyrgyzstan Transmission Upgrade Project? is foreseen construction of new substations 500 kV Datka and 220 kV Kurshab. QUESTION #2: In Annex I, Terms of Reference, pg1-1; Are the OH/TL designated as Replacement means that the existing line will be removed and a new line will be placed on the same corridor? ANSWER: ?Replacement? ? means cutting of existing lines and their connection to 500 kV Datka S/S. QUESTION #3: In Annex I, Terms of Reference, pg1-1; Are the OH/TL designated as Construction means that the line is new? ANSWER: All OH/TL stipulated for construction should be new. QUESTION #4: In Annex I, Terms of Reference, pg1-2; Who is going to refine and carry out load flow and short circuit studies? ANSWER: The Contractor of Feasibility Studies should execute these works. QUESTION #5: Under Task 1A, the RFP states that ?the Contractor shall make a site visit to the region and walk the currently proposed line route?. Does this mean ONE line route? Page 1-1 of the RFP lists 8 line sections totaling 369 km. Is this practical considering the length of the lines and the fact that access is most likely limited if not impossible? ANSWER: The Contractor should pass lines of ALL lines. Length of all lines is given approximately. QUESTION #6: Under Task 1A, ?Condition Assessment?; could you please identify which 220 kV lines will be reconstructed. ANSWER: The contractor should estimate the condition of other objects in the territory of the project and prepare the report with recommendations on their reconstruction. QUESTION #7: Under Task 2B, ?Line Routing Study?, Task 2B; in this task it implies that routing study is for one line 80 km in length. Could you please elaborate? ANSWER: It is necessary to read Task 2B in the following way: ?The Contractor shall study earlier prepared options routes of all lines from a viewpoint of energy losses, total cost, schedule implications and other issues?. QUESTION #8: Under Task 3A, ?Feasibility Level design?; could you please elaborate on the Geotechnical Investigation Studies for the transmission line? (a) This is rather unusual at the feasibility level, (b) considering the length of the lines geotechnical investigation will be expensive that the budget allocated for this project doesn?t permit, (c) the rule under EPC type contracts is to specify the specifics of the Geotechnical Investigation and have the Construction Contractor carry out the Geotechnical Investigation develop the foundation designs based on specific guideline and results from the Geotechnical Investigation. ANSWER: (a) In the Task 3A indicated scope of geotechnical investigations. Thus carrying out this subtask does not require geotechnical investigations along the full length of lines. (b) survey profiles are made on detailed mapping datum. Taking into account the complicated mountainous topography of the land, it is required to choose the safest OH/TL from the point of view of mudflows, sliding, and flooding risk the phenomena influencing cost of objects. The contractor should execute the requirements of the given Task. QUESTION #9: Under Task 3B, ?Drawings?; could you please elaborate as to how we are going to prepare Plan and Profile Drawings? What data is available? What information are we expected to show on the plan and profile drawings. If plan and profile drawings are to be generated for all designated lines (369 km) that could be more than 230 drawings. ANSWER: The contractor should execute requirements of the given item. We would like to inform you that the Kyrgyz institute ?Energoproject? executed preliminary investigation of line 500 and 220 kV OH/TL routes and locations 500/220 kV ?Datka? S/S (Chief engineer Mr. Leonid Kagansky, Tel. 996-312-510354, Fax 996-312-510356).
