Description
THIS IS A SOLE SOURCE SYNOPSIS! The 45th Contracting Squadron has a sole source requirement for performing operations and maintenance of the TXAR array located in southern Texas on the Permian Basin. This requirement involves monitoring reports for equipment malfunctions, seismologically evaluating the array data, periodic calibrations and maintaining and replacing array equipment. Period of performance is 1 Oct 2006 through 30 Sep 2011. Four one-year options may be awarded. This is a sole source with Southern Methodist University (SMU) IAW FAR 6.302-1 and pursuant to 10 U.S.C. 2304(c)(1), only one responsible source and no other suppliers will satisfy agency requirements. SMU is the only source capable of fulfilling the government?s requirement because the TXAR array is located on land leased and controlled by SMU. The TXAR Array is a primary array of the comprehensive monitoring network and is a critical part of the US Atomic Energy Detection System (USAEDS), providing timely seismic data to HQ AFTAC for analysis. No solicitation documents exist at this time. The item/service utilizes Standard Industrial Code (SIC) 8999 with a business size of $6.5M and North American Industry Classification System (NAICS) code of 541690. Interested firms may identify their capability to respond to this requirement. This notice of intent is not a request for competitive quotes; however, the government will consider any responses from capable sources received within 10 days after date of publication of this synopsis. This requirement is for the Air Force Technical Applications Center. The 45th Contracting Squadron has determined that SMU is the only source capable of providing this requirement.
