Description
The Fleet and Industrial Supply Center (FISC) Norfolk Philadelphia Division intends to solicit and negotiate a Firm Fixed Price contract on a sole source basis with Performance Aircraft Service for an FAA qualified fuel tank repair team at a determined CONUS location within twenty-four (24) hours of being called, with equipment and supplies required to determine the source of leak(s) in aircraft fuel tanks and repair the leak(s) within the tank(s) to an airworthy status. This includes bladder removal and re-installation and inter-connections. Work shall be accomplished in accordance with aircraft specific Repair Manual/Technical Manual/ENC-100 Manual using industry standards and best commercial practices. Repairs made shall pass an eight (8) hour fuel soak test prior to return to service. The Supplier is responsible to install all internal fuel tank components removed from fuel cells to facilitate their own maintenance. The services will be provided for the Commander Naval Reserve Forces Command. The contractor must have FAA approval for high water pressure stripping and be capable of complete fuel tank sealant refurbishment or repairs. Supplier must also have a facility capable of repairing fuel cell bladders. Supplier must be an FAA Licensed Repair Station specifically for this type work. It is anticipated that the contract will contain a basic twelve-month period of performance plus four (4) twelve-month option periods. This procurement will be issued pursuant to the authority of Section 4202 of the Clinger-Cohen Act of 1996, as implemented by FAR 13.501(a). Interested parties may identify their interest and capability to respond to this requirement. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. Information received in response to this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. There will be no reimbursement or compensation provided for responding to this announcement.
