Description

In accordance with the procedures specified in OMB Circular A-76 (Revised May 29, 2003), U.S. Agency for International Development has conducted an A-76 MEO streamlined competition of its Facilities Management Division activity. This study was announced on December 23, 2005. In accordance with Public Law 109-115 (119 STAT.2506, Section 842), USAID developed the Most Efficient Organization (MEO) utilizing the Streamlined Methodology. The outcome of this Streamlined Study was determined, in part, by using documented market research. USAID has completed this study effective April 28, 2006. The results of this study confirm that it is more cost effective to retain the studied commercial activity in-house. This MOE will provide the activity with four (4) Federal Government employees and one contract employee. Activities performed include space planning, answering maintenance calls, maintenance coordination, and general office support and coordination. The total five-year cost of this MEO award is $2,250,615. The positions are located at USAID headquarters in the Ronald Reagan Building, 1300 Pennsylvania Ave. NW, Washington, DC. The Competitive Sourcing Official is Mosina Jordan, USAID Counselor. The contracting officer is Gwendolyn Little. The Agency Tender Official is Paul Booze, Chief of the Facility Management Division.
