- This serves to notify all potential offerors: The DOE intends to the recompete the current indefinite delivery indefinite quantity (IDIQ) energy savings performance contracts (ESPCs) awarded on behalf of the DOE Federal Energy Management Program (FEMP). The Energy Policy Act of 2005 extended the ESPC authority through September 30, 2016 enabling the DOE to undertake a competitive procurement. DOE anticipates a synopsis and solicitation to be issued by mid-summer 2006. In accordance with the provisions of 42 U.S.C. ?? 8287(b)(2)(A)(ii), DOE maintains a list of companies that are evaluated and pre-qualified to provide energy savings services on ESPC contracts. In order for a company to be eligble for award under DOE???s recompete of the current IDIQ contracts, a company must be on this ???qualified list??? of contractors. Parties who are interested in submitting offers on the IDIQ recompete should access the FEMP website http://www.eere.energy.gov/femp/financing/superespcs_doeescos.cfm and submit their application for evaluation in accordance with the instructions prior to submitting an offer. If a Qualified List application is received by the date which proposals are due, that proposal will be evaluated and your proposal may be selected, even though award will not be made until the conditions of being on the Qualified List are met. If a company has previously been on the Qualified List, a re-qualification must have occurred within the year preceding submission of its offer if it is to be considered eligible for award. The proposed solicitation may include an approach to federal facilities energy needs by providing national, international and renewable energy project opportunities. Additionally, DOE is interested in the possibility of a partnership between large and small businesses in a mentor/prot??g?? program. DOE is also interested in small businesses (for a partial set-aside) that may specialize in renewable energies.
