- The U.S. Fish and Wildlife Service (FWS), Region 4, intends to issue a Request for Proposals (RFP) for Archaeological Reconnaissance to be conducted at Bon Secour National Wildlife Refuge in Baldwin County, Alabama. The contractor shall conduct an archaeological reconnaissance of proposed fire breaks that will be constructed along the perimeters of several burn compartments located in the Little Point Clear and Sand Bayou Units of Bon Secour National Wildlife Refuge in Baldwin County, Alabama. The type of work and services to be performed by the contractor may include, but are not limited to; research design, background and literature reviews, systematic subsurface testing along the proposed fire breaks, follow-up testing of positive shovel test units to ascertain the nature, size, depth, integrity, age, and cultural affiliation of the culture deposits, and preparation of the recovered assemblage and the associated documentation. Personnel proposed for this project must meet the following minimal qualifications: Project Directors or Principal Investigators (PI) must have a graduate (Master's or PHD) degree or equivalent level of professional experience as by publication record that demonstrates experience in field project formulation, execution, and technical reporting. Field Archeologist must be practicing archeology as a profession with a B.A. or B.S. degree in Anthropology followed by two years of graduate study with concentration in anthropology and specialization in archeology during one of these programs, and at least two summer field schools or their equivalent under the supervision of archaeologists of recognized competence; a Master's thesis or its equivalent in research and publication is highly recommended, as is the PHD degree. Documented knowledge and experience in archaeology of the state in which work will be performed or an adjacent state is essential, experience either in prehistoric archeology, historic archaeology, or both depending on historic property types expected in project areas. Personnel hired or subcontracted for their special knowledge and expertise must carry academic and experiential qualification in their own fields of competence appropriate for the level of work they will perform. This solicitation will use technical evaluation/proposal process as outlined in the Federal Acquisition Regulations (FAR) Part 15. Evaluation Criteria Elements will be rated as indicated: (1 Suitability of research procedure to the type and location of study with a particular reference to sampling methodology and reliability. (2 Experience and knowledge of key personnel in pre-Columbian and historical archaeology of southern Alabama and the Mobile Bay Estuary. (3 Organizational structure and facilities demonstrating a capability to conduct the study. (4 Prior experience in large scale archaeological studies conducted for compliance with federal legislation. All incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09 dated April 19, 2006. This procurement is 100% Set-Aside for small business. The North American Industry Classification System (NAICS) code for this project is 541720 with a small business size standard of $6 million.
