- Procurement Technician services for the Oklahoma City Area Indian Health Service, Division of Acquisition Management. Period of Performance is July 1, 2006 through March 31, 2007. The Service Contract Act is applicable under certain circumstances. Go to www.dol.gov for wage rates for the Oklahoma City, Oklahoma area. This solicitation is 100% Set-aside for American Indian offerors. Issue date is: May 12, 2006 and closing date is: June 12th 4 pm CDT. Major Duties: With minimum oversight, processes micro-purchases for the Oklahoma City Area IHS. This includes confirmation of pricing with vendor, reviewing the requisition for accuracy, assuring that supplies/services have not already been received and preparing the purchase order for the Contracting Officer?s signature. Prepares ratification documents in the proper format and grammatically correct for the Senior Contracting Officer?s, these may include letters and memos. Prepares requisitions at the request of the Director, Division of Acquisition Management and monitors requisition status. Prepares and edits a variety of forms, letters, labels, memos, documents and reports based on oral or written instructions for the Division personnel in correct format and grammatically correct. Vendor is responsible to file division correspondence and office copies in appropriate file folders. Files electronic documents in appropriate network directories as required. Occasionally receives incoming calls for individuals throughout the Division on the office voice mail system. Gives general non-technical information to callers and takes messages for the Division staff when they are out of their respective offices. Vendor shall complete assignments in accordance with mandated timeframes. Knowledge required by position: Ability to quickly learn the OCAIHS ARMS system, which includes: requisition, purchase order and BPA programs. Knowledge of Federal Acquisition Regulations, that relate to micro-purchases. Knowledge of what constitutes an unauthorized commitment, what is necessary to ratify and documents necessary to accomplish the ratification. Knowledge and ability to use Microsoft Word, Excel, Access and other computer software packages, as maybe required. Knowledge and ability to correctly prepare and edit a variety of forms, letters, labels, memos, project documents and reports for the Division personnel. Knowledge and ability to operate the document reproduction machines used by the Division including familiarity with the capabilities of the machines, e.g., single, back to back, reduction, collating, etc. Knowledge of or ability to quickly learn and operate the telephone answering system used by the Division of Acquisition Management and become familiar with Alcatel telephone system capabilities and personnel within the Division. Knowledge and ability to understand and communicate verbal or written instructions in English as required. Evaluation Criteria: Technical as well as price will be a deciding factor for award of a purchase order. Measurement of possession of the Knowledge, Skills and Abilities (KSA?s) will be accomplished through review of the resume; narrative statement related to the KSA?s, employment interview and reference check results. Provide 3 letters of reference from past supervisors (phone numbers and/or address must be current). 4. Provide a copy of your Certificate of Degree of Indian Blood (CDIB); or Tribal Membership Identification Card. 5. Must be registered in the Central Contractor Registration (CCR) database.
