Description
The National Institutes of Health intends to negotiate and award on a sole source purchase order utilizing simplified acquisitions procedures to Robert W Sauer 3806 Glen Eagle Dr. Silver Spring, Maryland 20906. The requirement consist of the following: The contractor period of performance shall be approximate one year period being provided for the Office of Human Resources (OHR) the principal NIH organization responsible for the delivery of traditional HR support services to the NIH OD and 27 IC s. 1. The Contractor shall provide consulting services in support of policy, program and operations analysis, development, coordination and presentation in the areas of responsibility of the OHR including it?s representation and interface with its stakeholders at the NIH. 2. The contractor shall provide professional policy, program and operations analysis, development, coordination and presentation in the areas of responsibility of the OHR is required to assist the Director OHR and Deputy OHR in designing, developing, implementing and evaluating programs in the OHR to meet the broad objectives of the NAPA study and in the overall improvements of HR services to the NIH community. The following are illustrative examples of the various types of work assignments/products: Assisting in the design and development of an operating plan designed to carry out the NAPA tactical recommendations. Assisting in the design and development of key performance indicators for the major functional services provided by the OHR. Assisting in the design and development of operational plans for the major buildup of HR capacity in OHR which would include the staffing, resources, training and communication aspects of such an effort. Preparing and aiding in the presentation of materials that would be used to persuade, inform, transfer knowledge, obtain consensus feedback and or approval from various NIH groups of various aspects of the OHR improvement programs to audiences within and outside of the OHR including but not limited to the Strategic Advisory Committee (SAC), the DDM, the OHR Senior managers, the OHR staff, the Executive Officers, the NIH Steering Committee, and the IC Directors. Assist in the design and development of an OHR communication program. Assisting the key managers through the conduct of short terms special projects to meet short term needs relating to the implementations and or evaluation of programs designed to improve OHR services delivered to the NIH as a result of the NAPA report. Reviewing existing policies and operational guidelines within all of the areas OHR responsibilities to identify those that conflict with NAPA report and recommendations. EVAlUATION CRITERIA/FACTORS: The required services will be obtained from the schedule contractor that can provide these services in the manner that represents the best value for the Government needs. The following will be considered, in order of importance for the determination of the best value: Extent to which the features of the required services listed above are met. 1. Technical Approach (30 points): The vendor/contractor should submit sufficient information with proposal to demonstrate how they will accomplish the tasks in the Statement of Work. NIH will evaluate the quality, feasibility, and creativity of the proposed approcaches. Clarity of expression (plain language) is the element to be considered in evaluation. Unclear or elaborate explanations in the proposals are not desirable and will not be viewed favorable. 2. Expertise and Experience (30 points): 2. The Contractor will be evaluated on expertise and experience in providing HR services, relevant NIH systems. Understanding the scientific community and the structure and the culture that exist within NIH, since this is an on-going project. familiarty with the staff and organizational issues within all of the IC?s is critically important to the continuity of the project. 3. Competence and Experience of Personnel (20) points): Proposed personnel will be evaluated for experience, education, training and availability. To effectively work on this project, the Contractor?s team should have prior experience working with NIH Providing HR services combined with scientific expertise. 4. Past performance (20 points): The vendor is requested to provide 3-5 references to include contact name., address and phone number and a brief description of relevant work performed for the reference Evaluation of this factor will not be limited to these reference, all available past performance information will be examined.
