- Description
- The National Institutes of Health (NIH) intends to negotiate and award on a sole source purchase order utilizing simplified acquisition procedures to Kirstie Saltsman, 603 Hastings Rd. Towson, MD 21286. For Science Writing/Editing/Marketing. The period of performance is approximately one year. The requirement consist of the following: 1. The contractor shall provide science writing, editing and marketing services for the National Institute of General Medical Sciences, NIH. 2. The contractor shall write materials such as news and feature articles, fact sheets, and web articles about NIGMS-supported research advances and programs, reports of NIGMS-sponsored scientific meetings, and publicity materials for the annual Stetten Lecture (for example speaker biographies and program notes) as assigned by the NIH Project Officer. 3. The contractor shall edit or provide feedback on materials written by other Office of Communications and Public Liaison (OCPL) staff members, and material written for print or online publication by NIGMS scientific staff. 4. The contractor shall provide communication services with university public information officials and journalists who are who write about NIGMS-funded research. 5. The contractor shall provide news releases via current channels, for example Bacon?s MediaSource, Eurekalert, NIH web site. 6. The contractor shall obtain permission from grantees to use images in OCPL publications. 7. The contractor shall screen scientific journals and news releases and distribute the articles to appropriate NIGMS staff. 8. The contractor shall maintain spreadsheets to track OCPL contracts with Public Information Officers. 9. The contractor shall perform electronic filing of scientific images for use in OCPL publications. 10. The Government will provide access to resources such as the NIH Library?s full-text journal services and the NIH grant database. 11. The Government will provide on-site resources such as desk, chair, telephone with voice mail, computer workstations with standard NIGMS software and special software required for media work (for example Adobe Photoshop, iView Media Pro), office supplies, computer support, copy machine and access to NIGMS and NIH online resources, including the QVR. 12. The contractor shall perform most of the work at the contractor?s office, and approximately once a week at the OCPL office. 13. The contractor shall adhere to the Computer Security Policies of NIGMS, as supplied by the NIH Project Officer. 14. The contractor shall be proficient in using Microsoft Office and the World Wide Web. 15. The contractor shall respond to messages by phone or e-mail before 4:00 p.m. of the next working day. 16. The Government will use the following evaluation factors: a. The contractor shall have a PH.D. degree in the life sciences. b. The contractor shall have extensive knowledge of the English language, including grammar and spelling. c. The contractor shall have experience writing about science for a lay audience. c. The contractor shall be familiar with the mission and activities of the NIH. d. The contractor shall have knowledge of and over 1 (one) year experience in OCPL literary styles. 17. The Government will use the following performance measures: a. The contractor shall assure that all written materials are scientifically accurate and reviewed and approved by the NIH Project Officer, and the NIGMS program director and /or grantee. b. The contractor shall assure that all materials are appropriate for the specific target audience, as judged by the NIH Project Officer. c. The contractor shall assure that all written materials meet the deadlines specified by the NIH Project Officer. d. The contractor shall assure that all written materials are submitted in the format specified by the NIH Project Officer, for example MS Word attachment, hard copy. 18. The period of performance shall begin immediately after award and end one year after the start date. It is the Governments belief that this requirement can only be met by Kirstie Saltsman. This is not a formal solicitation however, concerns that respond to this notice must furnish concise responses directed specifically to the requirements mentioned above. Sources demonstrating the capability to accomplish the above shall supply pertinent information in sufficient detail to demonstrate their ability to perform. Information furnished shall include enough material to perform a proper evaluation. Respondents will not be notified of the evaluation results.
