- To provide the Director, Office of Human Resources with an assessment of the personnel security operations, screenings, and other functions in the Bureau of Indian Affairs Human Resources Office (BIAHR) (excluding Indian Education Programs), commonly referred to as Balance of the Bureau (BOB). The Office of Human Resources provides human resources guidance, coordination, oversight, and evaluation of all Office of the Assistant Secretary - Indian Affairs and Bureau of Indian Affairs (BIA) human resources programs including those provided via contractual arrangements. The Office consists of approximately 90 staff - a Director and 18 field offices - that provide the full range of human resources and benefits services to the BIA with a service population of approximately 10,650 employees. The Personnel Security Office (PSO) within the Office of Human Resources is responsible for processing all background investigations for BOB to include all contractor personnel and, with the advent of Homeland Security Presidential Directive (HSPD-12), all tribal users of bureau information systems. The bureau hires approximately 1,500 new employees each year, 1,900 contractor personnel, and grants logical access to approximately 360 tribal users. Because of current short staffing within the POS and the additional requirements placed on the security program as a result of HSPD-12, it is imperative that an assessment of workflow, case management, and data retrieval systems be conducted.
