Description
THIS IS A COMBINED SYNOPSIS/SOLICIATION. The purpose of this Broad Agency Announcement (BAA) is to solicit proposals from Universities, Colleges and other degree granting academic institutions for the Defense Threat Reduction Agency?s (DTRA) Combating Weapons of Mass Destruction (WMD) Basic Research program (please note that the Chemical Biological Defense Program has a separate BAA for their Basic Research program). The objective of the Basic Research program is to successfully support the advancement of fundamental knowledge and understanding of the sciences with an emphasis on exploring new and innovative research for combating or countering WMD. The announcement is specifically focused on research areas that offer significant and comprehensive benefits to the DTRA mission. This BAA is open to accredited educational institutions (FAR Part 6.302-3(a)(2)(ii) ? Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert Services); a Justification and Approval in accordance with FAR Part 6.302(c) supports this action. DTRA is acquiring basic research in the following eight topical areas: Radiological and Nuclear Detection Material Science, Novel High Energy Materials and Processes for Counter WMD Applications, Particulate and Agent Dynamics in Multiphase Turbulent Reacting Flows, Understanding Network Response to Attack, Adversarial Social Network Theory, Biodosimetry Biomarkers for Mixed Radiation Exposure, Thermal Nanobiosensor Material Science and Novel Methods for WMD Explosives Detection.
