- On April 6, 2006, the FAA posted a public announcement advising industry that FAA intends to develop a NAS wide acquisition program for Automatic Dependent Surveillance Broadcast (ADS-B), Traffic Information Service - Broadcast (TIS-B), and Flight Information Service - Broadcast (FIS-B) services with a goal of an "in-service decision" by 2010. This second announcement is a request for patent information. The FAA has an interest in obtaining information regarding ADS-B, TIS-B, and FIS-B existing patents, in-process patents, and patents currently under litigation. Industry responses, except those under litigation, will be publicized in a future announcement in order to facilitate teaming discussions and to contribute to FAA's understanding of the current state of the industry. FAA will not validate, endorse, or research any of the responses. None of the responses will be used for any form of evaluation during the acquisition. Responses are to be in a matrix format showing the patent number and enough title information to show the substance of the patent including the respective application such as TIS-B, ADS-B, or FIS-B. The information is to be submitted to FAA by COB 6/1/06. Washington, D.C. 20519 E-mail confirmations of all submissions other than those by E-mail are to be sent to: "Steve.Manley@faa.gov" As stated in the April 6, 2006 announcement, the FAA's Surveillance and Broadcast Services Office (ATO-E) proposes to obtain FAA approval of the acquisition program in early June, 2006. After program approval, an industry symposium is planned at FAA Headquarters June 19 - June 22 where a program summary will be presented to all participants. Individual discussion sessions with vendors are also planned. Industry presentations may also be considered. The symposium may be delayed depending on completion of the FAA JRC review. FAA is interested in industry suggestions regarding pricing structures, technical approaches, and performance incentives/penalties. As guided by the FAA Acquisition Management System, maximum participation by industry early on in the acquisition process is encouraged.
