- Description
- The National Institute of Standards and Technology (NIST), Electromagnetics Division, proposes to negotiate on a sole source basis, under the authority of 41 U.S.C. 253(c)(1) with Ansoft Corporation, 225 West Station Square, Suite 200, Pittsburgh, PA 15219 for a Q3D Extractor, Node locked license with one year maintenance. Q3D extractor performs two functions, quasi-static 2D finite element simulation, and 3D method-of-moments simulations. NIST already owns a previous version of the 2D package, spicelink SI2D, purchased in 2003, but it is unsupported by Ansoft in the standalone version, with no maintenance available. This purchase will upgrade NIST's current 2D package as well as provide additional functionality from the 3D tools. The requested product is an upgrade to an existing electromagnetic simulation software package that has been in use in the Electromagnetics Division laboratory for the past 3 years. The software performs a vital step in NIST's research program, and the 2D analysis portion of the package is specifically designed for determining the per-unit-length transmission line properties for transmission lines of arbitrary cross-section, which can be compared directly with our measurement data. For this application, a 2D solver using finite-element analysis is crucial for obtaining the accuracy that NIST requires for use in their experimental analysis. The accuracy of this particular 2D EM simulation package has been repeatedly verified in NIST's laboratories over the past 3 years. Since this product provides the necessary accuracy as determined by extensive in-house testing, NIST has incorporated output from this software package into their current measurement analysis procedures. Since Ansoft holds the copyright for the original product, which NIST already owns, they are the only source available to obtain the required upgrade. The product from Ansoft is also the only option for upgrading the existing simulation software while maintaining backward compatibility with NIST's extensive catalog of existing models and modeling results, which are relied upon heavily in NIST's current research. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (under $100,000). This notice is for information purposes only. Information submitted in response to this notice will be used solely to determine whether on not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
