- The Defense Threat Reduction Agency (DTRA) intends to negotiate and award a contract to the National Academy of Sciences (NAS), a non-profit organization in Washington, DC, to conduct a study that will assist DTRA Chemical and Biological Applied Technology Division for Homeland Defense Branch (CBXH) in its capacity to plan, design, construct, and operate future chemical and biological resistant facilities for the Department of Defense. The study should include a thorough analysis of prior studies from at least the last five years, current operational uses of related systems, and current science and technology development efforts intended to improve upon existing building protection systems. The contractor will be responsible to analyze existing studies, both military and civilian, on preventing and mitigating the effects of a chemical or biological release or infiltration into a built structure; provide general principles that can be derived from these studies and existing test-beds, and discuss the cost/benefit and risk of various possible protection schemes. DTRA?s requirement is to obtain a performer who can not only collect recognized subject matter experts, but also be totally impartial in studying the various approaches, processes, and procedures associated with the subject of immune buildings. DTRA intends to negotiate with NAS on a sole source basis. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, Only One Responsible Source. The period of performance is July 1, 2006 to August 30, 2007. Vendors qualified to provide the subject services should submit technical evidence of their capabilities and qualifications in writing to the identified point of contact by no later than 1:00 PM, EDT, on July 1, 2006. Evidence submitted should clearly demonstrate the vendor's ability to provide the requisite services and the price for doing so. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. No solicitation document exists and requests for such will not be considered. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. As a result of analyzing the responses to this synopsis of intent, the Contracting Officer may determine that a solicitation will be issued, but no additional synopsis will be published. Any such solicitation will be issued to the intended vendor and all firms that respond to this synopsis of intent and demonstrate their technical capability to provide the required services. If no responses are received, an award will be made to NAS. Oral communications are not acceptable in response to this notice. POCs.
