Description
This is a combined synopsis / solicitation and an award will be made in accordance with FAR Part 13, Simplified Acquisition Procedures. The office of NOAA, National Marine Fisheries Service (NMFS) National Marine Mammal Laboratory (NMNL) requires services to catalog aerial photographs of bowhead whales according to image quality and whale ID using standardized protocol, search for resighting of individual whales among the images, and conduct analysis as requested in establishing biological parameters of resighted whales. A study plan developed at the Scientific Committee of the International Whaling Commission in June 2004 was initiated to investigate the stock (or multiple stocks) of bowhead whales in the Bering, Chukchi, and Beaufort Seas around Alaska. Concern has been expressed that there might be two stocks, but management procedures ? in particular the annual quota ? is based on a single stock model. An integral part of the study plan is to examine available photographs of bowhead whales taken during aerial surveys. There are currently 3144 prints at NMML representing over 2,300 whales. In addition, NMML has recently received 1150 photographs from a survey done in 2003, 1443 from 2004, and 851 from 2005. At LGL, ltd. in Ontario, Canada, there is a photographic collection of similar size, most of which overlaps with the NMML collection. However, the collections are not uniform as to whether the images are in prints, color transparencies, medium format, or large format. One objective would be to have these images scanned into a database such that they can be easily shared between facilities. Many but not all images have been categorized as to photo quality and the amount of marks there are on each whale. This process of categorizing photographs and images needs to continue until all of the collection is complete. Images can then be studied for resighted whales, that is, the marks on a whale?s back are often unique enough that a whale can be reidentified in subsequent years. Reidentifications need to be made first within a given year and then between years. Subsequently the database needs to be updated with all of the new images and respective information. The goals of the eventual analyses are to: 1) derive an abundance estimate using mark-recapture techniques comparing photographs from 2003 to those from 2004; 2) estimate survivorship; 3) determine calving rates; 4) study growth rates of re-identified individuals; 5) further document the migratory timing of individual whales; and 6) compare rates of reidentifications near Barrow, Alaska, in the spring relative to other areas, such as around St Lawrence Island as a part of the stock structure study. Duties inherent in this project are a careful examination and processing of many photographs, good records of work accomplished, and a keen eye to fine detail in photo quality and whale markings. Results from this study may play an important role in better managing this endangered species at the international level.
