Description
DESCRIPTION OF SERVICE AND PERFORMANCE OBJECTIVES SCOPE OF WORK: The Directorate of Contracting, Army Contracting Agency  Southern Region is seeking INFORMATION and POTENTIAL SOURCES to provide Enhanced 911 networked emergency telephone service for all 598/503-XXXX telephone calls originating on Fort Ru cker; and all 255/104-XXXX telephone calls originating, and or terminating on Fort Rucker, and satellite Bases and Staging fields. These network services and facilities shall be between Fort Rucker and the local telephone companys telephone central offic es, and the Fort Rucker Department of Public Safety Answering Point (PSAP). Currently there are an estimate of 6200 active 255/104 numbers that originate in the Fort Rucker central office, and an estimate of 3100 active 598/503 numbers originating from th e local telephone carriers central office in Daleville Alabama. The services are currently provided by the local carrier CenturyTel of Alabama SYSTEM CONFIGURATION: The selected supplier shall provide all hardware, system engineering, software, training, material, maintenance, and labor necessary to install and maintain of the enhanced E911 system. It is the responsibility of the supplier to mai ntain and update hardware and software to state of the art. E-911 service for Fort Rucker shall be configured to the extent that when any 911 call is originated from Fort Rucker (598/503 or 255/104 numbers) it will be routed to the Fort Rucker PSAP, locate d in Building 5001 (Directorate of Public Safety). The PSAP equipment shall consist of a switching system or controller, dedicated call-taker positions, a Supervisory position, and an ANI/ALI system printer. The call-taker equipment shall include two (2) computer integrated 9-1-1 telephone operator answering positions and one Smart Terminal. The three (3) positions shall be IBM compatible PCs with the current operating system. The monitors shall be no less t han a 17 flat panel display. The system must be fully redundant with no single point of failure. Administrators and maintenance personnel must have access to configuration features of the computer integrated telephone. They assign user ID and passwords t o control levels of access and security. Fort Rucker personnel will handle incoming calls to the system. More detailed objectives will be provided to qualified respondents.
