- NASA/SSC plans to issue a Best value Request for Proposal (RFP) for the project entitled: Repair 13.8KV Unit Substation. The work for this requirement consists of, but is not limited to the following: Providing all labor, equipment, and tools to install 480 volt secondary distribution switchgear in 3 double-ended unit substations. Each of the 3 substations contains the following: 2 main breakers, 1 bus tie breaker, feeder breakers, incoming power metering with utility KWH metering, and connection to existing remote metering/breaker controls. 2 of the 3 substations are physically separated with a cable tie that is in conduit. This cable is to be replaced. The order of magnitude for the procurement is $500,000 to $1,000,000, and the effort shall be completed within (365) calendar days after receipt of the notice to proceed. The NAICS Code and small business size standard for this procurement are 238210 and $13.0 million, respectively. The anticipated release date of the RFP is on or about June 05, 2006, with anticipated bid closing date of on or about July 07, 2006. The firm date for receipt of bids or offers will be stated in the RFP. Offers are urged and expected to inspect the site where the work will be performed. An organized site visit has been scheduled for June 20, 2006, at 9AM local time. Participants will meet at the South Reception Center, Stennis Space Center, MS. An ombudsman has been appointed -- See NASA Specific Note "B". Specifications and Drawings will only be made available on CD-ROM. All contractual and technical questions must be submitted in writing to joseph.d.ladner@nasa.gov or by FAX (228) 688-1141. Telephone questions will not be accepted. The solicitation and any documents related to this procurement [with the exception of the specifications and drawings] will be available over the Internet. These documents will be in Microsoft Office 2003 format and will reside on a World-Wide-Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). A CD-ROM containing the specifications and drawings may be obtained from the Bid Distribution office; however, the closing date for the hard copy received shall be the same as the solicitation, inclusive of any amendments, released on the Internet.
