- The National Oceanic and Atmospheric Administration (NOAA) Northeast Fisheries Science Center (NEFSC) is issuing notice of intent to negotiate a sole source modification to an existing award with the University of Rhode Island for a requirement to evaluate the feasibility of the use of a turtle excluder device (TED) in the scallop trawl fishery in the Mid-Atlantic. NEFSC seeks to ensure continuity of the data and consistent application of the same research methodologies in an effort to compare, contrast, and test the validity of the data collected from both research efforts. The statutory authority for other than full and open competition is 41 USC 253 (c) (1), Only One Responsible Source. This project seeks to test an already developed design for its utility in a commercial application using commercial vessels. The proposed requirement is an expansion of bycatch reduction technology (BRT) work already being conducted under purchase order number EA133F-05-SE-6561 with the University of Rhode Island and, as such, will be conducted in a similar region with similar protocols. The objectives of the research are: To compare in-shell scallop catch and bycatch of a TED equipped scallop trawl with a control net; To compare in-shell scallop catch and bycatch of a TED equipped flounder trawl with a control net; To determine if TED equipped trawls are size selective for scallops. The Contractor shall conduct paired comparisons on twin rigged scallop trawl vessels with TED equipped trawls compared with naked net controls for scallop retention, bycatch reduction, and scallop size selectivity. The Contractor shall be required to provide the vessels and operating crews for the research effort. Three General Category scallop trawl vessels shall be contracted to conduct all sea trials. Two vessels will be equipped with traditional scallop trawls, while one vessel will be equipped with flounder trawls. Each vessel will fish for 12 days and complete a minimum of 30 comparative tows. The Contractor must be trained in fishing vessel safety procedures and will follow Standard Northeast Fisheries Observer Program (NEFOP) protocols during all data collections. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement by June 1, 2006. A specification is not available and telephone requests will not be accepted. This notice of intent is not a request for quotes. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
