Description
The following note applies - 22. "The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by May 31, 2006 will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement." Slone Drug Dictionary The Centers for Disease Control and Prevention (CDC), National Center for Birth Defects and Developmental Disabilities (NCBDDD), contemplates issuing a firm fixed price type contract for this project. The Centers for Disease Control and Prevention (CDC) is conducting a multi-site case-cohort study, entitled Centers for Autism and Developmental Disabilities Research and Epidemiology, CADDRE that examines risk factors associated with autism. As a component of this study, a maternal interview will be conducted to evaluate exposures and risk factors encountered by the mother and the child. The Slone Drug Dictionary will be integrated into the data collection application to enable retrieval of information on different drugs, vitamins, and herbs. The Slone Drug Dictionary is a computerized system developed and maintained by the Slone Epidemiology Center (SEC) of Boston University. It is an epidemiologic research tool designed to code prescription drugs, over-the-counter drugs, and vitamins, as well as products classified as dietary supplements, including herbals and other natural products. The Slone Drug Dictionary contains codes for over 14,500 single agents and over 10,000 products and has been used in over 20 Slone Epidemiology Center studies involving over 300,000 subjects. It has also been successfully used by other investigators in many national and international studies to code and facilitate analysis of a wide range of exposures to traditional medicinal agents as well as dietary supplements and herbal products. The Slone Drug Dictionary is an established and flexible pharmacoepidemiologic research tool which allows for the coding of new entities while retaining historical information on formulation changes. The Government intends to evaluate offers and award a contract without discussions with Offerors providing the requested product. Therefore, the initial offer should contain the offeror?s best terms from a technical and price prospective. This requirement is a not small business set-aside. The quotation shall include the itemized price, prompt payment terms, the F.O.B. Point (Destination or Origin), Taxpayer Identification Number (TNN), Dun & Bradstreet Number (DUNs), and descriptive literature of the product quoted. The quotation must reference Solicitation number 2006-Q-08569. Slone Epidemiology Center Boston University is the only source known to the government that can provide a system with the above characteristics. However, if any interested party believes it can meet the above requirements, it may submit a statement of capabilities. The capability statement and any other furnished information must be in writing and must contain material in sufficient detail to allow CDC to determine if the party can fully meet the requirements herein. This action is pursuant to 41 USC 253(1) and under the authority of FAR 6.302-1. The contemplated period of performance is August 1, 2006 through July 31, 2007. Proposals for this RFQ are due May 31, 2006. The RFQ will be available only by downloading at this internet site: www.fbo.gov. All questions/concerns about the RFQ package shall be submitted not later than May 24, 2006 via email to rbush@cdc.gov. The NAICS Code for this requirement is 611310, and the size standard is $6 million. NO TELEPHONE REQUESTS FOR THE SOLICITATION WILL BE ACCEPTED. There is no plan to mail out hard copies of the RFQ.
