This is not a solicitation, but a request for information for industry and agencies? comment on the draft Migration Planning Guidance. Responses to this notice are requested to be concise comments directed specifically to the draft guidance mentioned below: The Financial Systems Integration Office (FSIO), formerly JFMIP, is seeking comments on an exposure draft for the Financial Management Line of Business (FMLoB) Migration Planning Guidance provided in the web link below. The FMLoB is one of the President?s management initiatives to significantly improve financial management in the government. The goal of the FMLoB is to improve the cost, quality, and performance of financial management systems by leveraging shared service solutions and implementing government-wide reforms that foster efficiencies in federal financial systems and operations. Based on this guidance, Federal agencies will need to evaluate costs, benefits, and risks of the various alternatives for supporting financial management systems and operations. Federal and commercial shared service providers may provide viable alternatives to an agency in-house solution to better manage the risk, performance, and cost of implementing and operating financial systems. The draft Migration Planning Guidance provides agencies with guidance and tools to consider various shared service options. Specific directions are provided to agencies for conducting a competitive process for migrating to a shared service provider. It also answers questions on Federal and commercial shared service providers (SSP). The guidance provides tools and templates, that agencies can use in the selection of, migration to, and management of operating agreements with a SSP, and in comparing SSC as alternatives to an in-house financial system operations.
