- This is a notice of intent to award a sole source contract to Mott MacDonald, Limited, Demeter House, Station Road, Cambridge, CB1 2RS, for architect-engineering advisory services. The objective of these services is to update and expand upon a feasibility study conducted by Mott MacDonald for BADEA in 2003 concerning the improvement of the Metolong Dam in Lesotho, Africa. The resultant contract will be awarded in accordance with requirements of the Brooks A-E Act as implemented in FAR Subpart 36.6, and sole source authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The proposed contract action is for licensed professional engineers for which the Government intends to solicit and negotiate with only one source. The term of the contract will be for a five month period. It is imperative that the contractor commence performance of services in Lesotho no later than June 12, 2006. This notice of intent is NOT a Request for Proposal (RFP) for competitive quotes. Interested contractors may submit a SF 330 with their capabilities and qualifications to perform the effort via E-mail to James D. Sprandel, Senior Contract Specialist, sprandelj@mcc.gov no later than 2:00 PM ET on June 7, 2006. Capabilities / qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government. The point of contact for this synopsis is James D.
