Description
The Western Area Power Administration has a requirement for 1 ea Circuit Breaker Test Set, The required Circuit Breaker Test Set shall be designed and built for use in transmission class, high voltage electric substations. The Test Set must be in one case, portable and automatic. The Test Set shall be designed and built to hold up to day to day field transportation and use. The Test Set shall also include the following characteristics and requirements. 1. The Test Set must be capable of performing, as a minimum, tests to include velocity, contact wipe, insertion resistor contact, stroke and over-travel. 2. The Test Set must be usable on both live tank and dead tank breakers. 3. The Test Set must contain a microprocessor to store information about the circuit breakers to be tested and storage space for completed tests. It must also have an R232 port for down loading test results to a PC. 4. Once programmed for a test sequence, the Test Set will execute the test or series of tests desired. 5. The Test Set must be capable of recording six circuit breaker contacts at one time plus travel trace for each phase of the circuit breaker and trip-close DC current monitoring for the breaker under test. 6. The Test Set shall be capable of performing the following: Open-Close, Close Open, Open-Close-Open and a Close-Open-Close. 7. The length of the timing window shall be adjustable. 8. The Test Set must contain a printer. 9. The cables for attaching to the circuit breaker shall be a minimum of 75 feet in length. 10. The manufacturer???s standard warranty shall apply. 11. Two Operators manuals are required. Delivery no later than 60 days after date of award. The solicitation is issued as a 100% small business set-aside. The solicitation will be issued electronically on or about 25 May 06 with closing date 15 days from issue at the following site: http://e-center.doe.gov.
