Description

DESCRIPTION: The work of this contract is operation of a Visitor Transportation System (VTS) serving the Paradise area of Mount Rainier National Park. The Contractor shall operate shuttles over an NPS approved and designated operating route and route schedules, with an emphasis on safety. The Contractor shall furnish all fuel, resources, equipment, supplies, vehicles and personnel required to provide the required services. The primary purpose of the VTS is to provide safe and convenient transportation for visitors seeking to enjoy the Paradise area but are unable to find parking in designated parking lots. Most visitors arrive at Paradise by private auto and this area frequently experiences levels of demand that exceeds the capacity of designated parking areas adjacent to the Jackson Visitor Center (JVC) and the Paradise Inn. The shortfall in parking is particularly acute on sunny weekends and holidays as residents of nearby Seattle and Tacoma are drawn to the mountain which can be seen along the eastern horizon. This imbalance between demand and parking capacity is expected to worsen as the Park begins construction of a new visitor center and rehabilitation of the historic Paradise Inn in 2006 and continues during the 2007 and 2008 seasons. Construction staging and other activities are expected to reduce the number of designated parking spaces from approximately 750 to 300, a reduction of approximately 60 percent (450 spaces). DETAILS: This commercial item solicitation is open to all sources (full and open competition), NAICS 485999, Shuttle services (except employee bus). The National Park Service encourages the participation of disadvantaged and women-owned businesses. The Government intends to issue a firm-fixed price contract to the responsible offeror whose total offer is the most advantageous for the Government, price and other factors considered. Request for Proposals #N9450060063 will be posted on the Department of Interior electronic commerce website (http://ideasec.nbc.gov) on approximately May 30, 2006. Offers will be due on June 20, and we hope to award a contract and begin shuttle service as quickly as possible.
