- The United States Department of Agriculture, Economic Research Service (ERS) operates a number of computer servers including a public web site at its headquarters, located at 1800 M Street, NW, Washington, D.C. As an information agency, ERS conducts much of its business over the Internet and this web site. Currently, there is no operational off-site backup for the web server. ERS plans to install a backup web server along with a number of related servers and network equipment, in a "co-location" facility. This backup web server would provide a continued web presence for ERS in the event the main web server becomes unavailable due to normal system maintenance, fire, flood, telecommunications interruption, etc. ERS does not operate any Critical Infrastructure Equipment and there will be none at the proposed co-location site. 1.1 Phases Initially, ERS will place in the co-location facility five servers, three switches, and one router. Later, approximately four more servers will be added. Additional servers may be added in the future, for a total of approximately 15. 2.0 Objective The purpose of this SOW is to obtain space in a co-location facility for one cabinet. 3.0 Period of performance This purchase order will be for one year initially, with the Government's option to renew each year for up to four additional years. The period of period schedule will be as follows: Base: July 1, 2006 through June 30, 2007 Option Year 1 ? July 1, 2007 through June 30, 2008 Option Year 2 ? July 1, 2008 through June 30, 2009 Option Year 3 ? July 1, 2009 through June 30, 2010 Option Year 4 ? July 1, 2010 through June 30, 2011 4.0 Requirements 4.1 Location Requirement The facility needs to be located within 30-60 miles from the Washington, D.C. metropolitian area. The 30 mile distance is related to COOP requirements, should ERS in the future need to extend its COOP plan to include the facility. The 60 mile limitation, while not a hard limit, is needed is to provide a reasonable commuting time for ERS server administrators and to limit the cost for the dedicated T1 line described below in section 4.5. 4.2 Physical Security Requirement Physical security requirements are adapted from USDA physical security standards for information technology restricted space. 1. Access will be via electronic access control with the capability of providing an audit trail. 2. Access will be limited to authorized personnel. 3. The facility must have Closed Circuit Television (CCTV) surveillance cameras with video recording. 4. Biometric access control is desirable. 4.3 Access Requirement Designated ERS personnel will have access to ERS equipment in the facility during regular business hours and by pre-arrangement at other times as needed. ERS personnel will need this access to install or replace machines and to perform maintenance work on them that cannot be done remotely. 4.4 Machine Accommodation Requirement Space. ERS requires space for one standard 24" cabinet for 19" rack servers. Cabinet: The facility shall provide a cabinet providing approximately 40U of space, or allow ERS to move its own cabinet into the facility. A cabinet provided by the facility shall be lockable, a key shall be provided to ERS and the vendor?s key shall be kept secured against unauthorized access. Power. 1. The initial cost shall include two 20 amp 110 volt circuits, adequate for eight servers, three switches, one router, and one DSU/CSU. 2. There shall be an option to add up to two more 20 amp 110 volt circuits as more servers are added. 3. The power shall be conditioned and protected against spikes and dips that exceed server operating requirements. 4. The power shall be provided through an uninterruptible power supply (UPS). 5. There shall be redundant power for use by dual-corded servers. Cooling. 1. The facility shall provide adequate cooling to maintain an air temperature at the cabinet of 65-75 degrees. 2. Redundant cooling or an emergency backup cooling system is required. 3. If cooling fails there shall be a mechanism or on-site operator to shut down equipment to prevent equipment damage from excessive heat. 4.5 Internet Connection Requirement - Initial For security reasons, ERS will not be able to use the co-location facility's Internet connection. Instead ERS will need to install its own T1 line connecting its DSU/CSU and router at the co-location facility to a USDA Internet access point in Beltsville, MD. 1. The co-location facility shall provide any needed support to the circuit vendor for installing the T1 line and extending it to the ERS equipment cabinet, and the cost for this support shall be included in the bid and not separately charged. . 2. ERS will pay for the T1 line and it will not be provided by the facility. 4.6 Internet Connection Requirement ? Possible Future If USDA security considerations can be resolved sometime after the first year of this agreement, it is possible ERS will want to use the co-location facility's Internet connection instead of the T1 line it plans to lease initially. ERS desires to know: 1. How bandwidth charges would be determined and what they would be, in this future scenario. 2. How bandwidth charges could be capped to a specific amount so costs to ERS would not exceed the amount we budget for them. 4.7 Operations Support Requirement In the event of suspected problems with the T1 circuit, the facility shall admit repair personnel from the circuit vendor and assist as needed, with identifying the ERS extended demarc and equipment cabinet, unlocking the cabinet as needed, to facilitate DSU/CSU inspection and replacement. To permit this, the facility may be given a key to ERS equipment cabinet; the facility will safeguard this key against unauthorized use. The contractor shall make available a human operator to occasionally power equipment on and off at the facility as directed by an ERS network administrator. 5.0 Schedule The agreed upon cabinet space and related services shall be made available to ERS within 15-30 days of award. 6.0 Government Contacts The Contracting Officer (CO) is the sole point of contact for clarifying contract issues or changes. This person?s name and phone number will be provided at the time of award. The Contracting Officer?s Representative (COR) is the technical point of contact for administrative issues and for formal problem notification. The COR for this contract will be determined at the time of award. The Contracting Officer?s Technical Representative (COTR) will be determined at the time of award. Optional Task The contractor shall provide an "out of band" remote control technology that allows ERS system administrators to re-boot or power cycle its server equipment from a remote location such as ERS headquarters, without using the Internet connection provided through the ERS-installed T1 line. Note: Award will be determined based on best value and not lowest price.
