- PUBLIC ANNOUNCEMENT OF PUBLIC-PRIVATE COMPETITION IN FEDBIZOPPS D-OMB Circular A-76: Department of Defense (DoD) Public-Private Competition of hospital housekeeping services performed by the Department of the Army, US Army Medical Command (MEDCOM), located at Fort Riley, Kansas Document Type: Special Notice POC: Gary D. Hankins Classification Code: S410 Description: THIS IS NOT A SOLICITATION NOTICE. In accordance with Office of the Management and Budget Circular A-76 (Revised), Performance of Commercial Activities, May 29, 2003, this notice represents the formal public announcement of official start da te of a public-private competition of hospital housekeeping services performed at Irwin Army Community Hospital, Fort Riley, Kansas. The incumbent service providers affected by this public-private competition are approximately 20 full-time equivalent DoD civilians. A standard competition will be conducted in accordance with the revised circular. The solicitation will be issued at a later date. Prospective private sector and public reimbursable service providers are encouraged to respond to the solicitation. The DoD Competitive Sourcing Official is Mr. Philip W. Grone, Deputy Under Secretary of Defense (Installations and Environment). The DoD Component Competitive Sourcing Official for the United States Army is Mr. Keith E. Eastin, Assistant Secretary of the Army (Installations and Environment). The Army has delegated selected standard competition responsibilities for MEDCOM to Brigadier General David A. Rubenstein, Assistant Surgeon General for Force Sustainment. The date of this public announcement is the o fficial start date for this public-private competition and the projected end date of the competition is 12 months from the official start date. The contracting officer is Mr. Gary D. Hankins, Center for Health Care Contracting, and the agency tender offic ial is the Chief, Logistics Division, Irwin Army Community Hospital, Fort Riley, Kansas.
