- The National Institute of Standards and Technology (NIST), Cryogenics Technologies Group, Boulder CO proposes to negotiate on a sole source basis, under the authority of 41 U.S.C. 253(c)(1) with Janis Research Company, 2 Jewel Drive, Wilmington, MA 01887-0696 for a cryostat system (SVT-200) needed to cool a small sample to below 2 degrees Kelvin and hold it at that temperature for four hours. The sample can then be probed with a laser through four windows in the outer shell of the cryostat. This system uses a liquid nitrogen dewar surrounding a liquid helium dewar. The liquid helium is metered through a valve and passes across the sample to be studied. Small heaters on the sample holder and on the liquid helium tube precisely control the temperature. This system will allow the study of samples at lower temperatures than NIST's current cryostat systems. NIST requires a flowing vapor type cryostat with self contained liquid nitrogen and liquid helium dewars. The "tail" or sample end of the unit has four windows that are 36.5 mm from the sample and yet the temperature of that sample can be lowered to below 2 degrees Kelvin. This feature is critical because lenses to focus the laser beams must be close to the sample being studied. The four hour hold time below 3 degrees Kelvin is essential for the long run times of experiments and the self-contained liquid cryogens mean that no vibration is introduced from the vibration isolated laser table where the cryostat will be mounted. NIST will build a rotating sample holder inside the cryostat and this model has a hole down the center of the sample holder rod which allows for rotation of the sample holder. The cryostat shall allow the samples to be immersed in liquid helium. Through market research it is known that other companies have flowing vapor cryostats but they do not have the close-in optical access needed. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (under $100,000). This notice is for information purposes only. No Solicitation is available. Information submitted in response to this notice will be used solely to determine whether on not use of competitive procedures to fulfill this requirement would be in the Government?s best interest and must address qualifications pertinent to this requirement.
