Description
The purpose of this REQUEST FOR INFORMATION (RFI) is to determine if there are sources capable of satisfying the governments requirement as follows. THIS IS NOT AN INVITATION FOR BID (IFB) OR A REQUEST FOR PROPOSAL (RFP). NO PROPOSALS are requested or accepted under this RFI and no award will be made for this effort at this time. The U.S. Marine Corps Systems Command (MARCORSYSCOM), Infantry Weapons Systems, Contract Group, Quantico, VA, is seeking sources that can provide a small arms projectile which is ?Blind to Barriers?. This RFI is specifically targeted to 5.56mm small arms ammunition but may be expanded to other calibers in the future. Marines in Operations Iraqi Freedom and Enduring Freedom frequently have been required to engage enemy combatants in urban areas. As such, Marines often have to shoot thru various intervening barriers to include automobile glass, automobile doors and common dwelling walls. It has been observed that current issue 5.56x45mm munitions (M855 ball, M955 armor piercing and MK 262) are severely degraded when impacting these intervening barriers. This degradation has resulted in a diminished capability to stop the aggressive action of the threat or render him hors de combat. It is recognized that enemy combatants or other threats are the same physiologically no matter where they are. Therefore, the USMC desires a small arms projectile which is ?Blind to Barriers?. Recent testing and consultation with the FBI Ballistic Research Facility has revealed that certain projectiles currently exist which are less effected by intermediate barriers than others. Treaties which the US follows prohibit the use in international armed conflict of small arms projectiles specifically designed to flatten or expand easily in soft tissue upon impact. It appears a projectile specifically designed to be ?Blind to Barriers? would not be contrary to U.S law or policy. Testing in ten percent ballistic gel likely would show a wound profile comparable to the M855. Any ?Blind to Barrier? pro jectile would require a legal review by the Office of Judge Advocate General, in collaboration with CMC-JAO and perhaps the DoD General Counsel. USMC, Infantry Weapons, Marine Corps Systems Command is seeking information on 5.56 X 45mm ammunition that is blind to barriers as outlined above. This Request for Information should include all relevant information to include, bullet weight, type construction, any previous testing conducted, pressures, amount of powder, etc. WRITTEN RESPONSES ARE DUE NO LATER THAN 23 JUNE 2006, 1500 HOURS EASTERN STANDARD TIME.
