Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24. The RFQ has the following line items: 0001 ? (1) each, NX Open Runtime Package includes 3 months maintenance, P/N: UG12250; 0002 ? (1) each, NX Open Runtime package 12 months maintenance; 0003 ? (1) each, FEMAP with NX Nastran, P/N: 533.09; 0004 ? (1) each, FEMAP with NX Nastran 12 months maintenance, and 0004 ? 100 each, Training coupons, P/N: TR2000. The part numbers may originate from Unigraphics, the manufacturer. The National Air and Space Intelligence Center (NASIC), at Wright-Patterson Air Force Base in Dayton, Ohio requires the purchase of NX Open Runtime Package and FEMAP with NX Nastran software, training coupons and support to develop specialized applications specific to the Center?s Imagery Systems Branch (NASIC/DEIT). NASIC/DEIT has a requirement to enhance its Unigraphics Computer Aided Design (CAD)/Computer Aided Engineering (CAE)/Product Data Management (PDM) system used by several Center directorates. The software is used to support the implementation and integration of imagery exploitation methods and processes. It supports Science and Technology imagery exploitation, facilitating image analysis. The end user of the requested software provides corporate wide support for Unigraphics NX engineering. The software is also used to provide custom tailored digital image products. The training is for new and advanced users to ensure efficient utilization of the PDM system and proficient intelligence production. The effort includes software license, one year of maintenance with updates, training and service support. These CAD/CAE tools and services will help meet the Imagery Systems CAD and Engineering Analysis requirements. The essential/salient features are: 1. Use CAE/thermal analysis to determine characteristics and performance of foreign threat systems. 2. Provide 3D mesh models to various GOTS analysis tools. 3. Provide a site-wide collaboration environment for 3D geometry analysis models and 4. Enable access to custom applications for CAD/CAE workstations not connected to the license server. Ship to: NASIC/SCXA, 4170 Hebble Creek Road, Wright-Patterson AFB, OH 45433-5648. Delivery required 30 days after receipt of order. FOB Destination, net 30 days payment terms. The following clauses and provisions apply: 52.212-1, 52.212-2(a) and 52.212-3. Inserts for 52.212-2(a) are (in descending order of importance): (1) Technical capability of the item offered to meet the Government requirement, (2) Price, and (3) Past performance. Clauses 52.212-4 and 52.212-5 shall be included with any offer. In accordance with FAR 13.106-2(b)(2), the Government may award without discussions. Mr. Stephen J. Miller has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer. On behalf of the National Air and Space Intelligence Center (NASIC), I request purchase of NX Open Runtime Package and FEMAP with NX Nastran software, training coupons and support to develop specialized applications specific to the Center?s Imagery Systems Branch (NASIC/DEIT). NASIC/DEIT has a requirement to enhance its Unigraphics Computer Aided Design (CAD)/Computer Aided Engineering (CAE)/Product Data Management (PDM) system used by several Center directorates. The software is used to support the implementation and integration of imagery exploitation methods and processes. It supports Science and Technology imagery exploitation, facilitating image analysis. The end user of the requested software provides corporate wide support for Unigraphics NX engineering. The software is also used to provide custom tailored digital image products. The requested software, service and training (O&M) is the continuation of the out year Presidential Budget Tier III funding for the CAD software replacement. The training is for new and advanced users to ensure efficient utilization of the PDM system and proficient intelligence production. II. These CAD/CAE tools and services will help meet the Imagery Systems CAD and Engineering Analysis requirements. The essential/salient features are: 1. Use CAE/thermal analysis to determine characteristics and performance of foreign threat systems. 2. Provide 3D mesh models to various GOTS analysis tools. 3. Provide a site-wide collaboration environment for 3D geometry analysis models. 4. Enable access to custom applications for CAD/CAE workstations not connected to the license server. III. There are only two known sources able to satisfy the government?s requirements. For the specific software, training and support required, Unigraphics (UGS) authorizes Lockheed Martin and Enterprise Solutions Corporation (ESCgov) as certified resellers. IV. NASIC/SCXA management, requirements and acquisition specialists, as well as users continue to monitor the business market to ensure knowledge of other, less expensive, technically superior, or more readily responsive vendors on similar IT products. NASIC/SCXA will continue to attend trade shows and conferences, review publications and trade journals, and talk with other users in order to remove barriers when future acquisitions are required.
