Description
The Federal Aviation Administration (FAA) at the FAA Mike Monroney Aeronautical Center, Oklahoma City, Oklahoma, has a requirement for cataloging services. The contractor shall provide all services, personnel, material, supplies, labor, and equipment (computers and associated accessories) required to perform management of the FAA's material inventory and distribution system. This includes materiel, shop services, and engineering support of Agency commitments for the establishment, operation, and maintenance of field facilities and field offices, both foreign and domestic. National Stock Numbers (NSNs) are required for stocking in FAA's facilities and also for accountability. NSN assignments are known as "Cataloging." The FAA will not furnish government-furnished equipment, as the equipment is not unique to the tasks. The Statement of Work (SOW) is provided as Attachment 1. Currently, the FAA Logistics Center has an Interagency Agreement with Defense Logistics Information Service in Battle Creek, Michigan, to perform their cataloging services. That agreement will expire next year. The FAA has an on-going requirement for these services. This SIR is to request information that will enable the FAA to make a screening decision to determine qualified firms that have the ability to perform these services. The FAA reserves the right to add incumbent contractors and/or other sources which meet the criteria and have performed satisfactorily on previous procurements. Accordingly, it has been determined that only firms meeting the following minimum requirements will be solicited: (1) Contractors must employee catalogers who possess previous (within the last three years) cataloging experience. Provide documentation, such as a list of contracts (names, addresses, telephone numbers of government or industry) officially having knowledge of your company's performance to support that your company has provided these services. (2) Catalogers are required to have been trained in accordance with DoD 4100.39-M (www.dlis.dla.mil) Federal Logistics Information System (FLIS) cataloging procedures in all cataloging functions as the tasks must be submitted into FLIS. The basis for this requirement is because the Legislation of the 82nd Congress of the United States of America passed the "Defense Cataloging and Standardization Act" and Congress later determined that the Defense Logistics Information Service (DLIS) in Battle Creek, Michigan, was to be the repository of the Federal Cataloging System and is the only Government Agency that can assign National Stock Numbers (NSNs) and Commercial and Government Entity Codes (CAGE), which are used by all Government Agencies. Prospective contractors shall provide proof of training. (3) Complete/submit the Business Declaration form (Attachment 2) with your response. The successful contractor will be registered with the Central Contractor Registration (www.ccr.gov) prior to award of contract. Requirement is for a base year and includes option provisions to renew for four additional 1-year periods, to be exercised at the sole discretion of the FAA. The proposed contract will incorporate AMS Clause 3.2.4-35, Option to Extend the Term of the Contract, and 3.2.4-34, Option To Extend Services. It is anticipated that the resultant contract will be a Labor Hour-type contract. If all requested information is not furnished, the contractor's response may be determined unacceptable; therefore, not considered as one of the qualified companies.
