Description
The U.S. Department of Commerce (DoC), National Institute of Standards and Technology (NIST) Mass Spectral Data Center (MSDC) has a requirement for Mass Spectra assessment services. These spectra shall be measured using Gas Chromotograph/Mass Spectrometer (GC/MS) and shall be reference quality mass spectra. The spectra will be included in the NIST/NIH (National Institute of Health)/EPA (Environmental Protection Agency) Mass Spectral Library. The spectra will be from one of the following three (3) categories: (1) GCMS spectra of compounds of environmental importance, known metabolites and their derivatives. (Category A). Minimum 500 spectra and maximum 3000 spectra per year; (2). GCMS spectra of better quality than the spectra present in the Database. (Category B). Minimum 500 spectra and maximum 3000 spectra per year; and (3) GCMS spectra of new compounds, products of organic synthesis. The corresponding spectra should currently be absent in the Database. Minimum 500 spectra and maximum 3000 spectra per year. The contractor must supply the name, formula and molecular weight for each spectrum submitted. All data must be made available to NIST in digital form as a NIST User database. Structures for compounds not present in the Database shall be provided in the Mol file. The Chemical Abstracts Service registry number shall be included if available. The contractor will be required to measure between 1500 and 9000 mass spectra per year. The contract is for a base period of five (5) years. Total number of spectra to be measured shall not to exceed 45,000. This is a competitive small business set-aside requirement. North American Industry Classification System (NAICS) 541710 applies. The small business size standard for NAICS 541710 is 500 employees. The Government anticipates award of a Firm-Fixed Price (FFP), Indefinite-Delivery Indefinite-Quantity (IDIQ) contract(s) for the measurement of mass spectral data to one small business source(s) whose proposal represents the best value to the Government. A Request for Proposals (RFP) is anticipated to be available on or about June 21, 2005. The RFP will be issued utilizing FAR Part 15, Contracting by Negotiation. The competitive solicitation, solicitation amendments, and all questions and answers related to this procurement will only be made available via the Internet at http://www.fedbizopps.gov. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. There is no written solicitation document available, telephone requests will not be honored, and no bidders list will be maintained.
