PDMSS (G097) Sources Sought This is a SOURCES SOUGHT NOTICE, Air Force Materiel Command, 554th Electronic Systems Wing, 554th Electronic Systems Group, Wright-Patterson AFB, OH intends to negotiate a sole source using the current GSA Contract Number GS-35F-4014G contract for maintenance and enhancement of the Programmed Depot Maintenance Scheduling System (PDMSS) (Data System Designator G097). The contractor will provide support in the form of software infrastructure, software engineering support, and expertise for the software maintenance and refresh of PDMSS. The contract will be awarded to Robbins-Gioia, LLC, Alexandria, VA. This order will be for a basic period of 12 month with four 12-month option periods. For additional information concerning this requirement, refer to the attached document. In accordance with Federal Acquisition Regulation 8.405-6(b)(1), the Government is negotiating directly with Robbins-Gioia to avoid substantial duplication of cost that is not expected to be recovered through competition, and to avoid unacceptable delays in fulfilling the agency?s requirements. This is not a request for competitive proposals and no solicitation is available. All interested sources must respond in writing with clear and convincing evidence to support their ability to provide timely and effective services within seven (7) days of this publication. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government. The Contracting Officer may be contacted by e-mail James.Dinwoody@wpafb.af.mil. Telephone inquiries will not be accepted. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the Program Manager or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals nor in the source selection process. The Ombudsman is Ms. Sharon Evans and can be reached at (937) 257-5988. An ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition?s solicitation and contract.
