Potential sources are requested to submit a white paper that addresses the following information. The goal of the white paper is to collect the information necessary to determine the availability of potential suppliers to provide the needed supplies and services. Interested suppliers are requested to provide answers to all questions based upon the information and requirements provided. 1. Please describe your companys qualifications and experience to design, validate, test, and build the satellite network monitoring and management capability on time and within budget, while meeting the necessary requirements. 2.Please describe in detail your proposed solution to provide the Army MT-2011E Transceivers and FBCB2 bandwidth requirements and end-to-end satellite communication network with the features and capabilities described in this RFI. In your response, pleas e describe, in detail, the over-the-air MT-2011E waveform and how you will insure that MT-2011E equipment provided by your company will be interoperable with MT-2011E equipment previously procured in prior years from CMDC. Describe how you believe your co mpany has acquired the necessary expertise and information needed to build duplicate CMDC Model MT-2011E Transceiver equipment and to insure that proper network encryption and data protection capabilities are maintained. 3. Is your proposed MT-2011E Transceiver solution based on an existing product that is currently available? If so, please describe that product and explain what modifications are required to adapt it to provide the FBCB2 BFT capabilities. 4. Describe how the transceiver will be controlled from the FBCB2 computer and over the air from satellite hub equipment and network management center. 5. Describe how you plan to package the transceiver including provisions for vibration, shock, water resistance and physical connectors. What environmental requirements and extremes will your equipment operate under? 6. What is the expected Nonrecurring Engineering (NRE) cost associated with producing a solution to meet the requirements specified in this RFI? This also includes the building and testing of first article equipment. Assume that system and unit specifica tions, status reports, design reviews, test procedures, test reports and other documentation normally associated with this type of program will be required. Please provide an itemized list of NRE tasks. 7. What will be expected unit cost for the MT-2011E vehicle mounted transceivers? Assume that the procurement quantities are a minimum of 5,000 units per year. 8.Describe the procedure for remotely configuring transceivers. This should include adding new channels, switching beams and locking transceivers onto different satellites. What other Over-The-Air (OTA) capabilities will your proposed system support? 9.We anticipate that a contract award can be made in November 2006 and operational satellite bandwidth worldwide will be required to be operational by 1 January 2007, with full network management capability. In addition, we anticipate that initial deliver y of 500 MT-2011E Transceivers are needed to be delivered to the Government by March 15, 2007. Please specify any concerns you would have with meeting these required milestones. If you cannot meet any of these milestones, suggest alternatives that you will be able to meet.
