Description
The Naval Air Warfare Center Aircraft Division (NAWCAD), Special Communication Requirements Division (SCRD), Webster Field Annex intends to award sole-source contract for one 50M antenna mast with glass fiber sections and non-metallic parts. The Government anticipates a Firm-Fixed Price type contract, using FAR 13.5 procedures, with Contact Corporation, 150 Fort Collier Rd, Winchester, VA 22603-5775. The North American Industry Classification system (NAICS) Code is 334220 with a small business size standard of 750 people. In accordance with FAR 6.302-1, Contact Corporation is the only responsible source capable of satisfying the Government?s requirements. This acquisition is in support of the United States Special Operations Command (USSOCOM) Psychological Operations (PSYOPS) Projects. These projects are currently supporting fielded systems and are in the production stage for future requirements. The PSYOPS projects has an ongoing requirement for an antenna mast for use with commercial broadcast equipment and payloads in support of various missions. The Broadcast Antenna Mast must be able to extend to an operating height of at least 164 feet (50m). It must be capable of rapid deployment within and up to an 8-hour period; depending on the type of broadcast antenna configuration, by 4-person team. The antenna mast must be able to be transported on a mobile air transportable trailer or used with transit case portable system, which also requires a retracted, or nested length, not to exceed 25 feet. The maximum diameter of bottom mast section must not exceed 7.67 inches (195mm). The antenna and its components must be modular in design; so that the same model will meet both transit case and vehicle-mounted configurations. The total weight of the mast cannot exceed 750 lbs. (341kg). This antenna mast must be able to be utilized in commercial AM, FM, VHF-TV, and UHF-TV frequency bands and must withstand radio frequency (RF) power levels up to 10kW. It also must be capable of supporting antenna configurations and payloads of up to 155 lbs (70kg). Its construction and fabrication shall meet common industry standards; operate in ambient temperatures of -40 to +55 degrees c, humidity of 0-95%, and can be erected in 30mph-sustained winds. Based on the evaluation performed by the Naval Air Warfare Center Aircraft Division (NAWCAD), Special Communication Requirements Division (SCRD), on Broadcast Antenna Mast Systems, the requested source was found to be the only manufacturer technically acceptable on the basis of size, weight, configuration and interoperability and interchangeability within fielded system. Because this mast must meet these exact specifications to be incorporated with fielded systems, procurement of an alternative product not meeting these specifications would result in substantial duplication of cost.
