- The Marine Corps Systems Command, Program Manager for Training Systems (PMTRASYS) intends to award on a sole source basis to Concurrent Technologies Corporation, 100 CTC Drive., Johnston, Pennsylvania 15904-1935, a 501(c)(3) corporation, an initial amount of $3M with a ceiling amount (option) of $50mil over five years to establish Technology Infusion Cells (TICs). The requirement is to provide independent, unbiased research and rapid prototype development of emerging technologies that will assist Special Operations Forces (SOF) to successfully train for and fight the Global War on Terrorism (GWOT). Technology must be identified, developed to a level of initial operational capability, and employed rapidly. The primary TIC must be located in close proximity to U.S. Army Special Operations Command, Combat Development Division and SOF operators located at Fort Bragg, North Carolina to provide U.S. Special Operations Command (USSOCOM) with responsive, independent evaluation, applied research, rapid prototype development and support, studies, and critical information and data, as required. A secondary TIC will be established at St. Petersburg, Florida, with potential expansion to the recently established U.S. Marine Corps Forces Special Operations Command at Camp Lejeune, North Carolina, and/or other areas as determined by USSOCOM. The incumbent must possess extensive experience and background in all U.S. Special Operations core mission areas and the National Intelligence community. The Primary and Secondary TICs shall be established within 30 days of award. Specifically, capabilities, products and services provided by the Technology Infusion Cell(s) are: Time sensitive, unbiased technical evaluations of advanced technology from academia, scientific and industrial communities. Development, evaluation and implementation of training elements/components, systems and training capabilities. Advanced technology development to include data collection, analysis, and evaluation that can influence / impact ongoing operations. Development, testing and integration of prototypes through state-of-the-art engineering. Advanced research and concept development including but not limited to prototypes for Unmanned Aerial Vehicles (UAVs), weapons, protection equipment, communications, training systems etc, for SOF specific needs. Conducting liaison with the SOF user community. Performing technical and support activities necessary to identify, develop, integrate, test and evaluate technology solutions. Ensuring security in accordance with DoD and USSOCOM policies. The second TIC shall be established and maintained in Pinellas County, Florida to support the USSOCOM advanced technology SOF Long Endurance Demonstrator (SLED) aircraft. This facility will provide rapid design, fabrication, and integration of advanced UAV prototypes for limited user evaluations in a field environment. This includes: research, analysis, and development of UAV prototypes similar to the USSOCOM SLED aircraft including advanced approaches for special operations personnel using advanced state of the art methodologies. The contractor must possess extensive experience with the Robinson R22, Maverick UAV, A160 Hummingbird UAV, and Federal Aviation Administration (FAA) policies, certification, and the supplemental type certification process. Specifically, capabilities and products and services provided by the second Technology Infusion Cell are: An aircraft compatible with the USSOCOM SLED for conversion into an UAV. A suitable UAV flight test and operations center. Shelters for aircraft. Compliance with all FAA requirements. UAV prototype sustainment. Aircraft relocation to support limited user evaluations and other tests, as required. All required activities to support flight operations. All required training to support flight operations. Ensuring security in accordance with DoD and USSOCOM policies. Development of training products in support of the above activities, as required. A Top Secret facility clearance is required and personnel will require a security clearance up to Top Secret with access to sensitive compartmented information. The end result is to ensure that SOF maintains a technological advantage in the War on Terrorism. All questions, concerns, and information should be addressed to Mr. John E.
