- The United States Department of Energy, National Nuclear Security Administration (NNSA), Y-12 Site Office (YSO) intends to contract by means other than full and open under the provisions of 41 U.S.C. ??253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. YSO intends to negotiate an short-term extension to the current contract, DE-AC05-02OR22928, with Wackenhut Services, Inc., for the physical protection of Government assets at the Y-12 National Security Complex (Y-12 NSC) through its paramilitary protective force. This action is to extend for up to three months a contract which has been in place since July 2002 and is scheduled to expire June 30, 2006. The extension will be for one month with two consecutive one-month options. The estimated value of this contract extension, including options, is $22,000,000. A full and open competitive solicitation for award of a contract to provide Protective Force (ProForce) Security Services was issued in November 2005. A new contract award is anticipated in the summer of 2006, but there is not sufficient time to award the new Pro Force contract and complete transition activities before the current contract expires. The scope of work for this contract extension includes Protective Force Operations, including a paramilitary force; Information Security; Technical Surveillance Countermeasures; Personnel Security Clearances; Human Reliability Program; and Technical Support. The contractor will provide fully armed and unarmed paramilitary protective force services at the Y-12 NSC and the Central Training Facility. These services include protection of special nuclear material, personnel, classified and unclassified documents, Government property and facilities, and the staffing of 24-hour central alarm stations (CAS) and secondary alarm stations (SAS). The contract includes providing canine support, trained and qualified in explosives, narcotics and human presence detection; security movement of special nuclear material; and performance testing. The contract includes managing and operating the Central Training Facility and providing a certified training program to meet training requirements for both new personnel and required annual training. The use of other than full and open competition for the proposed actions is authorized by 41 USC ??253(c)(1). This section provides that when the supplies and services required by the agency are available from only one responsible source, a contract may be awarded without full and open competition. Because of the short term nature of this bridge contract, only the incumbent contractor may provide the require services. The time required to receive the necessary security clearances; hire the over 500 ProForce personnel; accept and/or re-negotiate the Collective Bargaining Agreement; and establish a comparable benefits program that includes a defined pension benefit would exceed the period of performance of the bridge contract. Firms that want to challenge the sole-source nature of this action must submit a letter and other information that demonstrates your firm???s ability to provide an equivalent service and rationale as to why your firm should be considered. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No reimbursement for any costs connected with providing capability information will be provided by NNSA.
