- SOURCES SOUGHT This is a Sources Sought Notice only. This is not a request for proposal. Capital District Contracting Center on behalf of the Department of the Army, Manpower & Reserve Affairs (M&RA) seeks qualified HUBZone, Service-Disabled Veteran- Owned Small Businesses, and all other categories of Small Businesses capable of providing Task Order and Financial Support to the HRsolutions Program Office. The government anticipates award of a Firm Fixed Price contract. Other Direct Costs will be reimb urseable with a handling fee authorized. The period of performance is a base period of twelve (12) months plus four (4) twelve (12) month option periods. The NAICS code is 541611 with a small business size standard of $6.5 million. The purpose of the sourc es sought is to identify available qualified companies with experience working in a military contracting environment to perform task order processing for twelve Indefinite Delivery/Indefinite Quantity prime contracts, each with three incumbents; assisting the contracting officer in evaluating competitive delivery order competitions, maintenance of financial records, including Military Interdepartmental Purchase Request (MIPR) transactions, tracking delivery order financial reports, and avoidance of late pay ment charges. Skills required include assisting paying customers in the developing of the Performance Work Statement, construction of the Independent Government Cost Estimate, risk analyses, and processing task order documents within a Secure Portal Syste m in a paperless office environment. Employees must have a secret security clearance. Additional information is contained on the program office web page at www.hrsolutions.army.mil. Interested HUBZone, Service-Disabled Veteran-Owned Small Businesses, and o ther small businesses are requested to submit a Capability Statement that exhibits clear and convincing evidence of your firms capabilities to perform the task. The capability statement is not to exceed 15 pages. The statement must provide a summary of re levant experience and knowledge that addresses the scope of the task. This sources sought notice is for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. It does not constitute a solicitation and is not to be conside red as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this source sought. No reimbursement will be made for any costs associated with providing information in response to this sources sought.
