- Market surveys are being conducted to determine if there are qualified contractors, including SBA HUBZone certified, SBA 8(a) certified, Service Disabled Veteran Owned Small Business (SDVOSB) for the following thirteen (13) projects. IMPORTANT NOTES: Unless otherwise indicated all projects: 1) are under NAICS Code 236220, which is for General Construction; 2) are scheduled for advertisement NLT 30 September 2006 and scheduled for award in the first and second quarters of Fiscal Year 2007 and 3) will be advertised as design/build. 1. Block and Brace Facility, Bluegrass Army Depot, KY This project will provide construction services for a 22,000 SF box and crate/warehouse facility to include work bays with dust removal system, a loading dock for truck access, administrative area, latrines/locker room and fire detection/suppression. Proje ct will comply with current AT/FP requirements. Supporting facilities include electrical service, exterior lighting, lighting protection, pavements, storm drainage, sanitary sewers and site improvements. Contract duration is 365 days. Estimated cost range between $1,000,000 and $5,000,000. NAICS Code is 236210 for Industrial Building. 2. Replace Fort Knox High School, Ft. Knox, KY This project will provide construction services for a new 95,000 SF high school as well as renovations of approximately 7,700 SF of an existing facility and the demolition of 5 buildings. Site improvements include parking, replacement of tennis courts, and relocation and upgrade of womens softball field. Walkways with signage will be constructed allowing controlled entry, easy access to parking, and easy access to exterior areas for the physically challenged. Existing site utilities will be relocated and upgraded as required. Site work will include construction of a bus drop-off area and a separate area for student drop-off by automobile. The new facility will be designed to house all functions (except the performing arts center) under one roof, elimina ting multiple access points and greatly improving security. The new facility shall include general purpose classrooms, admin offices, a counseling center, a nurses suite, conference area, teachers workroom, computer labs, information center, double serv ing line kitchen and multipurpose room, music room, common area, ESL classroom, suite of science rooms (including labs, lecture, and storage area), and gymnasium with locker rooms, showers, lobby, concessions, offices, and bleachers. This project is planned for advertising in October 2006, with award scheduled in March 2007. Contract duration is 540 days. The estimated cost range is between $10,000,000 and $25,000,000. 3. Air Support Operations Facility, Ft. Knox, KY. This project will provide construction services for two buildings a 9,900 SF Air Support Operations Squadron Building and a 4,500 SF Storage building. Building design shall include, but not limited to: reinforced concrete foundations and floor slab, bri ck masonry exterior, standing seam metal roof, site preparation, utilities, mechanical systems, fire detection/protection, landscaping, parking and access road, communication support, and all other necessary support. Force protection will include reinforc ed exterior walls and fully laminated windows. This project is planned for advertising in August 2006, with award scheduled in January 2007. Contract duration is 365 days. The estimated cost range is between $1,000,000 and $5,000,000. 4. Battalion and Company Operations, Ft. Campbell, KY. This requires the construction services for a Battalion Headquarters and Company Operations Complex for the 5th Special Forces Group (Airborne) (SFG (A)). Force protection measures are included. Comprehensive interior design services are required. Contract duration is 540 days. Estimated cost range between $10,000,000 and $25,000,000. 5. Child Development Center, Ft. Campbell, KY (Christian Cou nty, KY) This project requires the construction services for a standard-design, 198 child capacity, 16,000 sf Child Development Center (CDC) for children ages 0 to 5 years. The primary facilities include activity rooms for various age children, administrative offi ces, kitchen, staff lounge area, outdoor playground (9,900 sf), installation of intrusion detection and video surveillance systems, building information systems, connection to energy monitoring and control system, and air conditioning. Heating provided by self-contained unit. Supporting facilities include all utilities, paving, curbs and gutters, exterior lighting, storm drainage, information systems, and landscaping. Access for individuals with disabilities will be provided. Force protection measures inc lude appropriate standoff distances, blast resistant glass, a mass notification system, perimeter barriers and vehicle control devices. Contract duration is 480 days. Estimated cost range between $1,000,000 and $5,000,000. 6. Division Tactical Equipment Maintenance Facility (TEMF), Ft. Campbell, KY (Christian County, KY) This project requires the construction services for a standard vehicle maintenance shop for assets of the 101st Division (Air Assault) command group, following the new Army MILCON Transformation Model RFP. This approach allows a true D-B scenario, urging expedited, fast-track scheduling of work, all types of construction and use of industry standards and commercial specifications. Primary facilities include construction of an approximate 37,000 sf facility which includes offices, storage areas, drive-thro ugh maintenance bays, organizational storage buildings (6650 sf), hardstand parking (approx 21,000 SY), POV parking, fencing, and exterior lighting. Anti-terrorism measures will be provided. Contract duration is 540 days. Estimated cost range is between $5,000,000 and $10,000,000. 7. Barracks for the 2BCT Barracks Complex, Phase 2 Ft. Campbell, KY (Montgomery County, TN) This project requires the construction services for a standard barracks for approximately 356 troops following the new Army MILCON Transformation Model RFP. This approach allows a true D-B scenario, urging expedited, fast-track scheduling of work, all typ es of construction and use of industry standards and commercial specifications. Primary facilities include construction of barracks space with associated parking lots. Supporting facilities include POV parking, site utilities, roadways, and other site am enities. Anti-terrorism measures will be provided. Contract duration is 540 days. Estimated cost range is between $10,000,000 and $25,000,000. 8. Company Operations Facilities for the 2BCT Barracks Complex, Phase 2 (Montgomery County, TN) This project requires the construction services for a standard company operations facilities including readiness (72,000 sf), admin modules (36,000 sf), and covered exterior work space (21,100 sf), following the new Army MILCON Transformation Model RFP. T his approach allows a true D-B scenario, urging expedited, fast-track scheduling of work, all types of construction and use of industry standards and commercial specifications. Primary facilities include construction of the primary facilities which includ e offices, storage areas for equipment and gear, restroom and locker room space. Supporting facilities include hardstand parking, POV parking, site utilities, roadways and other site amenities. Anti-terrorism measures will be provided. Contract duration is 540 days. Estimated cost range is between $10,000,000 and $25,000,000. 9. Sustainment Brigade Barracks, Fort Campbell, KY (Christian County, KY) This project requires the construction services for a standard barracks for 380 troops, following the new Army MILCON Transformation Model RFP. This approach allows a true D-B scenario, urging expedited, fast-track scheduling of work, all types of constru ction and use of industry standards and commercial specifications. Primary facilities include construction of barracks space with associated parking lots. Work will include connection to energy monitoring and control system (EMCS), and fire alarm system. Supporting facilities include all uti lities; paving, walks, curbs and gutters; parking access roads; storm drainage; information systems; landscaping and site improvements. Heating and air conditioning will be provided. Antiterrorism measures will be provided by resistance to progressive co llapse (if required), laminated glass in windows and doors, a mass notification system and appropriate standoff distances. Battle Simulation Center, Fort Campbell, KY (Montgomery County, TN) This project requires the construction services for an 81,000 sf training simulation center, including administrative offices, restrooms, classrooms, auditorium, operational/training rooms, and tactical operations space under roof. Exterior features inclu de site utilities, site amenities, parking lots, roadways with curb and gutter, fencing, and exterior tactical operations pads. This project includes a significant amount of electronic communication and data cabling, distribution, connections, and capacity . Roof-mounted HVAC equipment and flat roof are anticipated. Project includes some areas of raised flooring. Entire project is very technically complex due to intricate requirements for electronic and data distribution measures. Anti-terrorism measures will be provided. This project will be advertised and awarded in the 3rd quarter of FY 2007 and will be DESIGN/BID/BUILD. Contract duration is 660 days. Estimated cost range is between $10,000,000 and $25,000,000. 11. SOF Battalion HQ and Company Operations Facility, Phase 2, Fort Campbell, KY (Montgomery County, TN) This project requires the construction services for a Battalion HQ building (approximately 19,225 sf) for one battalion of the 5th Special Forces Group, and associated company operations facilities of that battalion including readiness and admin modules, a nd covered exterior work space, totaling 76,900 sf, following the new Army MILCON Transformation Model RFP. This approach allows a true D-B scenario, urging expedited, fast-track scheduling of work, all types of construction and use of industry standards and commercial specifications. Primary facilities include construction of the primary facilities which include offices, administrative areas, secure communications rooms, storage areas for equipment and gear, restroom and locker room space. Supporting fa cilities include hardstand parking, POV parking, site utilities, roadways and other site amenities. Anti-terrorism measures will be provided. Contract duration is 540 days. Estimated cost range is between $10,000,000 and $25,000,000. 12. Dormitory 120 Room, Scott AFB, IL This project requires the construction services for a 3,060 SM, three story 120 room with reinforced concrete foundations, brick veneer, steel trusses, sloped standing seam metal roof, complete with all utilities, fire detection/suppression and pavements. Project includes partial demo of Bldg 1899 and complete demolition of Bldg 1912.Project will comply with current AT/FP requirements. Contract duration is 540 days. Estimated cost range between $10,000,000 and $25,000,000. NAICS Code is 236116. 13. USAR Center/OMS/AMSA/Unheated Storage, Granite City, (Charles Melvin Price), IL This project requires the construction services for a 600-member Army Reserve Center, an Organization Maintenance Shop (OMS), an Area Maintained Support Activity (AMSA), Branch Maintenance Activity (BMA), a heated general purpose warehouse (high-bay) and a n unheated storage building on 30 acres at the former Charles Melvin Price Support Center. The facility will be of permanent c onstruction with reinforced concrete foundations and floor slabs, a masonry and steel structural system with masonry veneer exterior surfaces and roof system consistent with Army Reserve Design Guide. Simple, reliable, energy efficient mechanical and elec trical systems will be used. Supporting facilities include demolition of existing structures, paving, fencing, walks site improvements, removal replacement and extension of utilities. Force protection (physical security) measures will be incorporated int o design including maximum feasible standoff distance from roads, parking areas, and vehicle unloading areas. Berms, heavy landscaping, and bollards will be used. Contract duration is 540 days. Estimated cost range between $10,000,000 and $25,000,000. Based on the results of this market survey, all projects will be advertised and evaluated using one of the following acquisition methods: 1) Best Value Tradeoff Process (FAR 15.101-1); 2) Lowest Priced Technically Acceptable Process LPTA (15.101-1); or 3) Two Phase Design/Build Process (FAR 36.303) and will be awarded as Design-Build contracts. All businesses interested in submitting a response should notify this office by mail NLT 4:00 p. m. EST on 23 June 2006. A separate response must be submitted for each project and each response must also include the following information: 1. Project of interest clearly identified. 2. Identification of the appropriate business category (large business, SBA HUBZone certified, etc.) of your business. 3. Submittal of proof of projects completed by your business. Proof includes the name of the project, the construction start and completion date, the final dollar amount of the contract and a short description of your businesss role and work performed (l ess than 200 words) and a Point of Contact and phone number for the owner of the project. To be considered you must: a. Have served as the prime contractor (add joint venture information if applicable). b. The work must have been successfully completed within the last five years and be a Design Build project. c. The projects must be similar in size, scope and dollar value to the project(s) of interest. d. Percent of self-performed work and how it was accomplished. e. A letter from your bonding company stating that you are bondable for the project indicated in numbered paragraph 1 above. Please submit the information requested above to the U. S.
