- Air Combat Command intends to purchase non-personal services for the operation, maintenance and support for Primary Training Ranges (PTR) managed by ACC. PTRs consist of six Bombing and Gunnery Ranges (B&G), four Electronic Scoring Sites (ESS), three Electronic Combat Ranges (ECR), the Range Integration and Instrumentation System (RIIS) and the Integrated Tactics Assessment System (ITAS). Performance will take place at the following locations: - Avon Park B&G Range, FL - Belle Fourche (Colony) ESS, WY - Dare County ECR, NC - Granite Peak (Dugway) ESS, UT - Holloman B&G Ranges, NM - McGregor Range, NM (caretaker status) - Oscura Range, NM - Red Rio Range, NM - Centennial Range, NM - Lone Star ESS Sites, TX - Lone Star/Rattlesnake (Pecos) ESS, TX - Lone Star/Snyder ESS, TX - Melrose ECR, NM - Mountain Home B&G Ranges, ID - Saylor Creek Range, ID - Juniper Butte Range, ID - No Drop Target Complexes, ID ND-1 ND-4 ND-5 ND-7 - Poinsett ECR, SC - Bulldog MOA, GA (Ft. Gordon) - Range Integration and Instrumentation System (RIIS), NV and Integrated Tactics Assessment System (ITAS) The ECR and ESS operation, maintenance and support effort includes performing facilities, ground maintenance (main compound and sites) and electronic operations/equipment maintenance on the following types of systems (TPQ-43 (Seek Score), VPQ-1 (TRTG), MST-T1A (MUTES), MST-T1 (V) (Mini MUTES), MSR-T4 (TRAINS), GTR-18 (Smokey SAM), MPQ-T3 (AAA), MSQ-T43 (MTE), UPQ (RHAW Lite), SPS-66 (Nitnoy), Bird Detection Radar System, Joint Threat Emitters, UHF/VHF Communication Radios and RIIS to include RIIS shelters and ITAS Stations. The Bombing and Gunnery (B&G) range OM&S effort includes performing facilities, ground maintenance (range complex and main compound), range control tower operations, range control officer duties (day, night/Night Vision Goggles), strafe pit and strafe berms, weapons scoring systems operations, maintenance and weapons safety footprints/database (M2, TOSS, WISS, LSTSS, LES-M RSSS, DA3H), night range and radio tower lighting, UHF/VHF Communication radios, target maintenance/construction (stationary, vertical and mobile), target vehicles preparation/demilitarization, range decontamination/clearance, GTR-18 (Smokey SAM), UPQ (RHAW Lite), housekeeping, communications/electronics, environmental, administrative, logistics, airfield operations, disaster preparedness to support aerial bombing and gunnery. The government will provide the necessary heavy and agricultural equipment for this contract. The contractor is expected to provide all general purpose vehicles and any heavy/agricultural equipment they deem necessary that is in addition to the government provided equipment. The cost for both should be part of the FFP for operations, maintenance and support of each site. The period of performance will be a total of eight years. The phase-in period will be 75 days beginning on 15 Jan 07- 31 Mar 07, with a performance start date of 1 Apr 07. The applicable North American Industry Classification System (NAICS) code is 561210. ACC has determined that this acquisition will be a total set-aside under Federal Acquisition Regulation (FAR) part 19, Small Business Programs. In accordance with Part 19, there is a reasonable expectation that offers will be obtained from at least two responsible small business concerns and award will be made at fair market prices for a set-aside to be appropriate. This is a DRAFT solicitation and is not a formal Request for proposal. The final PTR solicitation will be posted on FedBizOpps at a later date.
