- The Government intends to issue a competitive Request for Quote (RFQ) to procure one 500 metric ton mobile boat hoist (MBH). This is a Foreign Military Sales Requirement for the Republic of Yemen under FMS Case YE-P-BAB. This solicitation is for the acquisition of commercial items in accordance with Part 12 of the Federal Acquisition Regulations. The solicitation will be a 100 % Small Business Set-aside. The rated lifting capacity of the 500 metric ton MBH shall 1,100 kips. The MBH shall be designed and fabricated in accordance with AISC Manual of Steel Construction, AWS DI.1, ASME B30.2, ASME B30.5, ASME 1330.17, as applicable, and rated for Class C (Moderate) service as defined in CMAA #70. The MBH shall be of the open end design (one top cross beam) with a pivot trunnion structural frame (gantry), operator's cab, hydrostatic drive, diesel engine, and fully equalized polyester or nylon slings. The MBH shall be cab operated for both movement and hoisting. One award will be made for design, fabrication, erection and testing of the 500-Ton MBH. A pre-shipment test shall be performed at the manufacturer?s facility. Delivery from the manufacturing facility to the destination in Yemen will be by a separate contract issued by the U.S. Government. There will be two options in the solicitation: recommended spare parts including quantity and pricing, and recommended training requirements. All firms responding will be required to return the Offeror Representations and Certifications-Commercial Item (latest date) and various applicable attachments with their quotations. The solicitation will be posted at the following Internet site: http://www.esol.navfac.navy.mil. It is estimated that the solicitation will be available on the website on 27 June 2006. To download the solicitation, and if applicable, all amendments, you must create an account and register. Once registered, you will receive a courtesy notification by e mail that the solicitation documents are available for downloading. However email notification is not guaranteed and it is the bidder's sole responsibility to check the website daily for solicitation availability. An official plan holder's list will be maintained on line and can be printed from the web site. E mail notification of any changes (amendments) to the solicitation will only be made via the e sol web site, and only to contractors who register on the site for this solicitation. Therefore, it is the contractor's responsibility to check the internet site listed above daily for any posted changes to the solicitation plans and specification.
