- Description: The Naval Explosive Ordnance Disposal Technology Division (NAVEODTECHDIV) is conducting preliminary market research to develop acquisition strategies for development and production of IED training aids. The purpose of this Sources Sought announcement is to identify potential sources that are interested in attending an Industry Day and responding to a future Request for Information (RFI). Background: NAVEODTECHDIV IED Countermeasures (CM) Division (Code 202), Indian Head, MD requires information from industry regarding IED Training Aids. The objectives of the IED CM Division are the acquisition and analysis of IED relevant information; technical exploitation of threat devices; and development/dissemination of specialized equipment, analytical products, technical and tactical information, procedures, and other IED related information to the Joint EOD operational community under the auspices of the Joint EOD Technology and Training Program. The purpose of this program is to increase the effectiveness of pre-deployment IED training for the EOD community. The future RFI will be to obtain information on new development capability and/or any existing or nearly mature training equipment and technology that can be applied in whole or in part to the following requirements: (a) Development of Functional Equivalent (FE) training aids based on current and anticipated! IED threats constructed with easily obtainable electromechanical components found in-theater. These aids will depict visual and functional accuracy including RF equivalence and will be used for developing training tactics and countermeasures. (b) Development of Static Displays (SD) based on current and anticipated IED threats found in-theater. SDs will be exact replicates, non-functional, and totally inert and will be used for display and visual recognition. (c) Development of Expendable (EX) training aids that are based on current and anticipated items found in-theater. EXs must be fully functional and will be used for visual recognition and in developing training tactics and countermeasures. Use will result in partial and/or complete destruction. Industry Day: NAVEODTECHDIV is contemplating an Industry Day on 13 July 2006 to present technical and acquisition program information and to solicit industry inputs regarding tentative risk reduction/mitigation, technology and other related issues. Industry Day briefings and discussions will be classified. All participants at Industry Day must hold a current SECRET clearance or greater. Firms interested in attending an Industry Day must submit a Statement of Capabilities indicating their experience in contract performance for requirements of the type and scope contemplated by this announcement. Firms may distinguish themselves by citing: experience and success in establishing and maintaining strict compliance to expedited schedules; capabilities and innovation in design and manufacturing processes; and knowledge/experience in EOD missions, procedures and practices. Statements of Capabilities shall be limited to three (3) pages. Please identify your cage code and indicate whether your firm is a Small Business, Women-Owned Small Business, Small disadvantaged Business, HubZone Business, Veteran Owned Small Business, Service Disabled Veteran Owned Small business, or Large Business. Submission by e-mail is required and must be received not later than 3:00 PM EDT, 23 June 2006 by the Point of Contact listed below. The Government reserves the right to limit participation at Industry Day based on the merits of the information received in response to this sources sought. Details on Industry Day will be provided at a later date to those vendors providing the most relevant information. All data received in response to this Sources Sought that is marked or designated, as corporate or proprietary information will be fully protected from release outside the Government. The Government will not reimburse respondents for attending Industry Day or for the cost of submitting information in response to this Sources Sought. This announcement does not constitute a commitment, implied or otherwise, to procure equipment or services. A solicitation is not planned at this time.
