- This is a new solicitation, please discard all documents for cancelled solicitation W912DR-06-R-0012. Work consists of the installation of a combination of concrete, cast stone and precast cap onto the previously installed sheet piling, new sheet pi ling; construction of concrete portal structures, gates, pre-engineered bridges, earthwork, and drainage and irrigation systems; replacement of the existing masonry wall along River Street, construction of a river landing, amphitheater and stage, and fishi ng terrace; paving of the riverside access road, levee crest, and ramps; and other miscellaneous work. Work also includes the installation of sandstone and cast stone cladding; sandstone blocks, Precast concrete block walls; concrete, stone, and brick pav ers; fountain; anti-graffiti painting; and landscaping. This procurement includes the use of brand name items; Models B-20 and B-77 Benches, and Model TR-85 Trash Receptacles from Titan Manufacturing; and Lighting Fixture Type Old New York city, and Cast Iron Post Type, Edgewater/West Point from Spring City Electrical Manufacturing Co. This proposed procurement is Unrestricted. NAICS Code 237990, size standard $31,000,000.00. Wilkes-Barre Phase 2C Riverfront, Wilkes-Barre, Pennsylvania is being advertis ed as a Request for Proposal (RFP). This request for proposal requires separate technical and cost proposals to be evaluated based on Best Value Award of the project. Competitive proposals will be evaluated based on the evaluation criteria set forth in t he solicitation package. Estimated cost of construction is between $10,000,000.00 and $25,000,000.00. Completion no later than 900 calendar days. Large Businesses must submit a Subcontracting Plan in accordance with Section 00100 of the solicitation packa ge. The Small Business Goals are 65% of the total value of subcontracted work. Of that 65%, 20% shall be with Small Disadvantaged Businesses (SDB), 10% shall be with Women Owned Small Businesses (WOSB), 3% shall be with Historically Underutilized Busines ses (HUB Zone), 3% shall be with Veteran Owned Small Businesses (VOSB) and 3% shall be Service Disabled Veteran Owned Small Businesses (SDVOSB). All responsible sources may submit an offer which shall be considered by the agency. The solicitation will be provided in an electronic format, free of charge, to all authenticated account holders of Federal Technical Data Solution System (FedTeDS)a one-time registration process for vendors/contractors.
