Description

Conduct pre-placement condition surveys and place approximately 230,000 cubic yards (cy) of sand on the beach in Cape May, New Jersey anywhere the project is below the design template from the west jetty at Cape May Inlet to the 3rd Avenue terminal g roin in Cape May. This area includes the US Coast Guard Training Center. Contract will include three options for additional sand in this same area (50,000 cy each option). The 4th option will be for modifications to improve the beach as Piping Plover ha bitat at the U.S. Coast Guard Training Center. This will entail scraping sand to remove vegetation over a 3-5 acre area (where no fill is currently required) to a depth of about 2 feet and depositing it in a small dune at the landward edge. The 5th optio n will include similar Piping Plover habitat improvements at the U.S. Fish & Wildlife Service Cape May National Wildlife Refuge (on the east side of Cape May Inlet outside of the beachfill project area). The overall project will be bid as 2 schedules. Sc hedule A will require obtaining borrow material by 1st dredging Cape May Inlet to a specified depth, which will supply a nominal quantity though not the full amount needed. Operations will then commence at a borrow area approximately 7,500 feet offshore t o obtain the remaining sand needed. Schedule B will require obtaining all borrow material from the offshore borrow area. All options will apply to both Schedules A & B. Pricing must be submitted for all items in each schedule. Upon completion of evalua tion of all bids, award will be made ONLY for the one schedule. Award will be made to the bidder whose bid conforms to the solicitation, is most advantageous to the Government and is within the funds available. Solicitation documents, plans and specifica tions will only be available via the Federal Technical Data Solution (FedTeDS) homepage located a t https://www.fedteds.gov/. Registration for plans and specifications should be made via FedTeDS Internet homepage and hard copies will not be available. No written or fax requests will be accepted. All prospective contractors and their subcontractors and suppliers must be registered in FedTeDS before they will be allowed to download solicitation documents/information. FedTeDS registration requi res the following information: CCR Marketing Partner Identification Number (MPIN), DUNS Number or CAGE Code, Telephone Number, E-mail Address. The Solicitation documents, Plans and Specifications will be available to be downloaded on or about 17 July 2006 with a bid opening date on or about 16 August 2006 at 11:00 am. This procurement is unrestricted. The NAICS Code is 237990 with a size standard of $18.5 Million. The estimated cost range of the project is $1,000,000.00 to $5,000,000.00 and bonding is required. Affirmative action to insure equal employment opportunity is applicable to the resulting contract. Liquidated damages will be specified. Award will be made as a whole to one bidder. All contracto rs must be registered in the DoD's Central Contract Register before award as required by DFARS 204.7300. Instructions will be included in the Solicitation.
