Description
PROJECT: Amedee Army Airfield Improvements. LOCATION: Sierra Army Depot, Herlong, California. TYPE OF AWARD: This acquisition is proceeding as an UNRESTRICTED Request for Proposal (RFP). Large businesses competing for this project must comply with the FAR 52.219-9 Small Business Subcontracting Plan, regarding the requirement for a subcontracting plan on the part of the work it intends to subcontract. The recommended goals for subcontracting are: 51.2% for Small Businesses; 8.8 for Small Disadvantag ed Businesses; 7.3% for Women-Owned Small Businesses; 3.1% for HUBZone Businesses; and 1.5% for Service Disabled Veteran Owned Small Businesses. Estimated cost range is $10,000,000 to $25,000,000. This procurement will be conducted under NAICS Code: 2373 10; SIC Code: 1611; FSC Code: Z199. The small business size standard for this code is $31,000,000. Information about the time and location of the site visit/preproposal conference will be found in Section 00100 of the solicitation, clause 52.236-27. JOB DESCRIPTION: Construction is to extend the current 7,000 foot runway to 10,000 feet for fully loaded takeoffs and landings of heavi ly loaded C-17 and C-5 cargo aircraft. Work will extend the existing 7,400 foot runway 1,000 feet to the west and 2,000 feet to the east and is to provide for 1,000 foot overruns at both ends. Additionally, the existing 7,000 foot asphalt concrete runway keel has developed high severity transverse cracking and will require rebuilding to provide the same load capacity as the new addition section. Runway lighting, including ILS, and switching will be provided for with an airfield lighting vault and a small electrical control building (sheet-metal Butler building) to be located near the existing fire station facility. The RFP for this project will be issued on or around 10 July 2006 and offers are anticipated to be due on or about 10 August 2006. Plans and specifications will not be provided in hard paper copy or CD-ROM format. The solicitation and all amendments for this acquisition will be posted on a secure Government website known as FedTeDS. Access to the RFP documents on the FedTeDS website will be via a hyperlink. The hyperlink will be inserted into the notices for this acquisition posted on both the Army Single Face to Industry (ASFI) website (https://acquisition.army.mil/asfi/) and the FedBizOpps website (www.fbo.gov) once the RFP is issued. The hyper-link will not appear as a website address, but text as follows: Available online via the FedTeDs (Federal Technical Data Solution) website. Viewing/downloading documents from FedTeDS will require prior registration in Central Contractor Registrati on (www.ccr.gov). If you are a first-time FedTeDS user, you will also be required to register in FedTeDS (www.fedteds.gov) before accessing the RFP documents.
