Description

The Army Contracting Agency, Capital District Contracting Center (CDCC) on behalf of the Department of the Army, Manpower and Reserve Affairs (M&RA) intends to issue a solicitation in approximately two (2) to ten (10) days as a 100% HUBZone set aside . A Sources Sought announcement was previously issued under the number W91QV1-06-COMM. The requirement is for providing administrative services support to the HRsolutions Program Office located in Arlington, Virginia. The government anticipates award of a Firm Fixed Price contract. Other Direct Costs will be reimbursable with a handling fee authorized. The period of performance is a base period of twelve (12) months plus four (4) twelve (12) month option periods. The NAICS code is 541511 with a small busine ss size standard of $6.5 million. The project is unclassified. However, all contractor employees proposed for on-site or full-time support must be eligible for a secret security clearance and a completed National Agency Check (NAC) in order to obtain a bui lding pass and be granted access to the network. Duties include maintaining a wide variety of office records and files, preparing and verifying statistical reports for accuracy and completeness, receiving and referring visitors, responding to inquires, arr anging staff travel arrangements, and providing quick reaction administrative support. The contractor will be required to perform business development, awareness, IT, and public relations support for the HRsolutions Program Office. The contractor will be r esponsible for: 1) communicating the HRsolutions Program Office key messages of innovation, quality service, accomplishments, accountability, readiness to embrace challenges, and professional integrity to the Department of the Army and potential customers through a consistent public relations and awareness effort; 2) providing a return on investment (ROI) plan to measure investments in effort and ODC marketing costs against new business that can be attributed to the investment; 3)annually updating or valida ting the effectiveness of existing collateral printed materials and conference booth appearance and functionality; 4) planning, preparing, and executing an annual Business Development Plan to provide the range of marketing and awareness activities required to reach potential Army customers; 5) regularly monitoring the effectiveness of the HRsolutions web site and the secure portal system, correcting major issues immediately and scheduling routine upgrades as required to enhance the effectiveness and usefuln ess of the system to the program office; 6) providing quick-reaction public relations support to the program office, and periodically providing advice and administrative support to business development activities; 7) scheduling and conducting weekly Busine ss Development Meetings with the Director, HRsolutions Program, the task order processing contract manager, and the on-site Business Development Manger to assess the status of pending task orders using information from the Secure Portal System; 8) developi ng, scheduling, and conducting six training sessions on the use of the Secure Portal System; 9) redesigning and rebranding the HRsolutions Program. Maintenance and enhancement of the program web site requires ASP 3.0, IIS Web Server, SQL Server 2000, Windo ws 2000 Server skills, and knowledge of U.S. Army web site security requirements.
