Description
The Human Systems Group, HSG/PSK, intends to solicit, and award a full and open competition Firm Fixed Price (FFP) contract(s) for Engineering Services for the design and delivery of the Quick Donning Mask (QDM). The QDM is a sustainable emergency full-faced oxygen mask replacement for the current Scott Aviation 358-1506V mask/322-70 goggle combination. The QDM will be used to administer oxygen directly to aircrew to prevent loss of consciousness in the event of sudden loss of cabin pressure, and protect against the adverse affects of toxic and irritating fumes in the event of an aircraft fire. This system will be deployed on, at a minimum, the following aircraft: C-17, C-5, KC-135, C-130, C-130J, KC-10, and C-9. Requirements are listed in the attached draft Performance Specification dated 22 Jun 2006 and the draft Statement of Objectives (SOO) dated 20 Jun 06. The Contractor Data Requirements List (CDRL) will be provided upon release of the RFP. A quantity of 110 each Production Representative QDM sets is required to be delivered approximately four to six (4-6) months from date of contract award(s). FOB: Destination. Offeror(s) shall provide support during Government conducted independent Operational Assessment (OA) which includes validation and verification testing as well as form, fit and function testing at a designated Government facility for the delivered Production Representative QDM sets. The application of the Lowest-Price Technically Acceptable (LPTA) technique will be used to evaluate this procurement as follows: The Government will perform a price evaluation as described in the solicitation on all proposals. Proposals will be ranked from lowest priced offer to highest. A decision on technical acceptability of the lowest priced offer(s) shall be determined. A Performance Confidence Assessment will be conducted on these proposals. Only those Offerors determined to be technically acceptable and receiving a positive Performance Confidence Assessment will be considered for award. The Government reserves the right to make one, multiple awards, or none based on the quality and quantity of proposals received and/or funding availability for this program. It is anticipated that the RFP will be released on or about 27 July 2006. Any concerns regarding this acquisition may be directed to the Contracting Officer.
