- The US Army 1st Information Operations Command (Land) intends to enter into on an other than full and open competitive basis a lease agreement for an EMC DMX and CX storage solution to support its Command and Control (C2) Network. A noncompetitive a cquisition to EMC Corporation, Mclean, VA is intended pursuant to 10 U.S.C. 2304 (c)(1). EMC is deemed the only vendor that has unique qualifications for fulfilling the contract requirements based on their knowledge of the 1st Information Operations Comma nds current Local Area Network (LAN) Environment. EMC possesses the skills needed to successfully implement the new EMC systems into the existing EMC SDRF architecture currently installed and supporting Army Computer Network Operations (CNO) and Informat ion Operations (IO) on the Armys NIPRNET. EMC has the expertise needed to satisfy the instant requirement. This acquisition will be conducted using Alpha Contracting techniques; therefore a formal solicitation for this program will not be issued. The p roposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within two days after date of publication of this synopsis will be considered by the Government. A determination by the Government not t o compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement .
