Description

The USDA, Agricultural Research Service, Grain Forage and Bioenergy Research Unit, Lincoln, Nebraska, requires one NEW Flail-Type Biomass Harvester and Weigh System for harvesting biomass from bioenergy research plots in a 36-inch cutting width and weigh the biomass in a large capacity hopper mounted on the harvester. A Government-owned sickle-bar harvester is being offered as a trade-in. Deliveries shall be made Monday through Friday only between the hours of 7:00 A.M. and 3:00 P.M., excluding Federal holidays, unless otherwise scheduled. This acquisition is being conducted on a Commercial Items Best Value basis. Evaluation criteria in no order of preference are price, technical capability and past performance. This is a cascade solicitation that is 100% set-aside for small business (fewer than 500 employees). In the event no reasonable offers are received from responsible small business, then offers from large businesses will be considered. The solicitation will be available in Adobe Acrobat format for downloading July 14, 2006. The offer response date is scheduled for July 28, 2006.
