- NASA/GRC has a requirement for: A Winds/Gust Measurement System per attached specifications. Quantity required is one system. The Requirements are for an airborne instrumentation system to accurately measure 3-dimensional wind and turbulence along with temperature and humidity onboard the NASA S-3 Viking Icing Research Aircraft. The requirements for this wind/gust instrument are as follows: Measure horizontal wind speed (North and East components) and vertical wind speed with an accuracy of 1 m/s or less at 300 knot true airspeed. Measure static air temperature with an accuracy of 1 deg C. Measure relative humidity with an accuracy of 5% RH. Air data and inertial data instrumentation and processing units shall be assembled on a chassis to fit within a standard Particle Measuring Systems (PMS) canister and ruggedized to withstand 3.5 G accelerations. Power and data bus shall interface with connecters in a standard Particle Measuring Systems canister. Air data pressure ports shall be protected against ice blockage in icing conditions specified below. Data shall be read into a Science Engineering Associates M300 Data Acquisition System. Electrical power shall be 28 VDC or 120V 60Hz, or a combination thereof. Instrumentation weight (without the PMS canister) shall be less than 15 lb. Flight Operating Environment in which the instrument will need to function: Operating temperature: -60 to 50 C Operating altitude: -500 feet to 40,000 feet mean sea level Maximum airspeed: 450 knots indicated airspeed or Mach 0.79 Liquid Water Clouds: 0- 2 grams/m3 Glaciated Ice Clouds: 0-9gram/m3 NASA/GRC intends to purchase this item from Aventech Research Inc. The Aventech Aircraft Integrated Meteorological Measurement System is a direct replacement. This unit will be a backup for use during the flight campaign. It will be used if the current system would fail. Using a direct replacement will minimize down-time thus saving the Government time and money. The Aventech System has been verified to work with the data acquisition system on the S-3 Viking. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 10, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
